Use this form to request a no-cost site evaluation of the storm damage to your property. The visit will be conducted by a qualified professional who can make suggestions based on a visible observations of the conditions at the property at the time of the visit. Individuals who receive advice and counsel from the NRCS and/or the RCD or contracted consultants are responsible for compliance with all laws, ordinances, and permit requirements.

Information provided on practices that are structural in nature is advisory only and should not be considered as complete construction specifications unless otherwise noted. Landowner is responsible for any further technical assistance that might be necessary.

We are currently about two weeks out for site visits. We are scheduled geographically to better handle the number of incoming requests. You will be contacted with a date and time for your visit soon.

Request for Assistance and Permission to Access Property

PURPOSE:
Landowner certifies that he/she is the legal owner of the property described above and grants permission to the Resource Conservation District of Santa Cruz County (RCD) and/OR the Natural Resource Conservation Service (NRCS) to conduct an on-site evaluation to provide information, advice, and/or recommendations (written or otherwise) regarding issues relating to natural resources or conservation concerns that exist, or that are identified, on the property. The RCD’s services are made available through local tax dollars and various grant funded RCD Programs. NRCS is an agency under the United States Department of Agriculture (USDA) and services are offered at no-charge through federal tax dollars. All recommendations are for informational purposes only and may require further consultations from additional qualified professionals or the RCD/NRCS before being implemented.

The RCD is a non-regulatory agency, however the Landowner is advised that information obtained by the RCD during an assessment for which we provided information may be subject to disclosure under the public records act or the freedom of information act (FOIA), where applicable.

ACCESS PERMISSION
Landowner hereby gives permission to the, RCD, NRCS and their designated employees and agents or anyone authorized to perform tasks on their behalf, permission to enter, as escorted by the Landowner, onto the real property owned by the Landowner to provide information and recommendations relating to the services requested by Landowner.

ASSUMPTION OF RISK
The RCD does not assume any risk or responsibility for any costs, damage, liability, injury, or other possible adverse effects relating to the recommendations, except as caused by the negligence, errors, omissions or willful misconduct of the RCD. Landowners shall indemnify, defend, and hold harmless the RCD and the funding agency, and their officers, agents, employees and volunteers from and against all damages, liability, losses, claims, suits, or actions of any kind and nature whatsoever, including attorneys’ fees (collectively, “Claims”) arising from or relating to the services, except for Claims caused by the negligence, errors, omissions or willful misconduct of the RCD.

ABOUT THE RCD AND THE NRCS
The RCD mission statement is helping people protect, conserve, and restore natural resources through information, education, and technical assistance programs.

The RCD is a local special district organized under California state law. A limited amount of operating funds are drawn from local taxes and leveraged to bring in grants, partnerships, and fundraising dollars. The vast majority of RCD funding comes from grants, and the RCD has been very successful securing grant funding for natural resource projects.

The NRCS mission statement is “Helping People Help the Land.”

The NRCS is one of the oldest government agencies of its kind. It is an agency that was essentially initiated by landowners during the “Dust Bowl” era of the 1930s. NRCS helps private landowners and land users throughout the United States and Pacific Trust territories to voluntarily conserve soil, water, air, plant, animal, wildlife and related resources.

The NRCS provides conservation technical assistance, administers conservation programs and is a non-regulatory federal agency under the U.S. Department of Agriculture (USDA). All NRCS services are made available to land users, without service fees through a local partnership agreement with the RCD. In Santa Cruz County, NRCS co-located with the RCD.

Individuals who receive advice and counsel from the NRCS and the RCD are responsible for compliance with all laws, ordinances and permit requirements. Assistance with regulatory compliance is available on some projects through the NRCS/RCD office.

The NRCS and the RCD make no representations or warranties relating to the presence of any utilities. It is the landowner’s responsibility to contact the Underground Service Alert Office (USA) at 1-800-642-2444 for information regarding location of underground utilities when conducting any activity that involves soil disturbances and excavations.
