Finance 101 & Tips for Balancing the FY 25 Budget - Delaware & Cedar Counties 1-24-24
Join us for a FREE in-person training for Jackson and Clinton County city leaders and staff on city finances and balancing the budget in FY25, with Teresa Rotschafer, Iowa League of Cities.

Successful leadership and management requires an understanding of the basics of municipal government finances and the responsibilities of city officials. This training should provide an overview of city government financing and budgeting.

Teresa will address the state imposed limitations on property taxes, the impacts of inflation, and the difficult choices cities will face. She will provide suggestions for balancing the city budget in 2024 and discuss ways to cut services, reduce costs, or enhance city revenues.

Teresa Rotschafer has been the Assistant City Administrator/Finance Director for the City of Johnston, Iowa since November 2005. In her current position, she serves on the management team for labor negotiations with three unions: AFSCME, IAFF and Teamsters. In her previous position, she was the City Manager for the City of Webster City, Iowa where she was employed for 25 years. She received a master’s in public administration from Drake University, and a Bachelor of Arts in Business Management from Graceland University.

She has served as the President of National Public Employer Labor Relations Association (NPELRA) in 2009-2010, NPELRA Liaison to the Board and Past Board Member/President of the Iowa Public Employer Labor Relations Association and has membership in the Iowa City/County Management Association, International City/County Management Association, Iowa Municipal Finance Officers Association, Government Finance Officers Association and Iowa League of Cities. Since November 2023, Teresa has begun serving as a municipal consultant for the Iowa League of Cities.
