Any person may be permitted to perform electrical work upon his own property, except property intended for commercial, industrial or institutional use or property intended for rent, sale or gift, provided he first makes an application for and obtains a permit from the electrical inspector to do the specific work contemplated. The applicant shall satisfy the electrical inspector by written examination and evidence of necessary experience that he is competent to perform the work for which the permit is requested in a manner that will meet all statutory and ordinance requirements. Such examination shall be predicated on the type of work the applicant may be required to perform and shall be prepared by the electrical inspector with review and approval by the electrical examining board established by section 9-253. If so satisfied, the electrical inspector shall issue a permit to the applicant personally to perform the particular work for which application was made. Such permit shall extend to the applicant only and shall not authorize the applicant to employ the services of any other person to assist him, unless such other person is a qualified contractor. The permit granted the applicant shall automatically expire upon completion of the work for which application was made and the permit issued. All work done under such permit shall be subject to regular electrical inspection requirements and fees and shall satisfy all statutory and
ordinance requirements applicable to such work.

If an applicant fails in his/her examination, the fee paid by him/her shall not be refunded to him/her, but after a period of ninety (90) days has elapsed, said applicant shall be entitled to re-examination after paying the full fee of seventy-five dollars ($75).
