בחודש יולי, 2022. במסגרת "פסטיבל הקולנוע בשומרון", נשמעה קריאה להביא את טקס פרסי אופיר לשטחים הכבושים בגדה המערבית. בפסטיבל תמכו ונכחו שר התרבות חילי טרופר, ראשי מועצת הקולנוע, ראשי קרן רבינוביץ' לקולנוע, המפיץ משה אדרי ואיגוד התסריטאים.
אך מאחורי פסטיבל זה, כמו גם מאחורי הקמת "קרן קולנוע שומרון", לא עומדת אהבת התרבות אלא פוליטיקה, שמטרתה למחוק את הקו הירוק ואת ההבחנה בין משטר צבאי לאזרחי. לא מפתיע לפיכך, שבראש הקרן הפוליטית הזאת עומדים אסתר אלוש, דוברת המועצה האזורית שומרון, ויוסי דגן, יו"ר המועצה האזורית שומרון. הקרן והפסטיבל מזמינים יוצרים ישראלים לקחת חלק פעיל בהלבנת הכיבוש תמורת תמיכה כספית ופרסים.
להקמת קרן שומרון נלוו הצהרות בדבר גיוון היצירה הישראלית ומתן ביטוי לקולות מודרים. זוהי מטרה ראויה, אולם אין שום משמעות לדיבורים על רבגוניות, כשבפועל הם מכסים על אלימות שיטתית ופגיעה חמורה בזכויות אדם. קרן שומרון איננה קרן פלורליסטית - היא חלק ממנגנון האפרטהייד.
ליוצרי קולנוע יש אחריות על דמותה של החברה שבה הם חיים. במציאות מתמשכת של כיבוש ותהליך זוחל של סיפוח, עלינו למתוח קו אדום.
אנו, החתומים והחתומות מטה, מצהירים בזאת כי לא נשתף פעולה עם קרן שומרון - לא בהווה ולא בעתיד. לא בחממות, לא בלקטורה ולא בעשייה קולנועית. לא נסכים לקיום טקס פרסי אופיר באזור הנתון למשטר צבאי.
אנו קוראים לאקדמיה הישראלית לקולנוע וטלוויזיה, לחבריה ולראשיה, לא להפוך את הקולנוע הישראלי לכלי נוסף לדיכוי של העם הפלסטיני.
لن نتيح تحويل السينما الإسرائيلية إلى أداة لشرعنة الاحتلال
أسمِعت في تموز/يوليو الأخير، خلال "مهرجان شومرون (السامرة) السينمائي"، نداءات بعقد حفل توزيع جوائز أوفير في الأراضي المحتلة في الضفة الغربية. حظي المهرجان بدعم وحضور وزير الثقافة حيلي تروبر، ورؤساء المجلس السينمائي في إسرائيل، ورؤساء مؤسّسة رابينوفيتش السينمائية، والموزع موشيه إدري، واتحاد كتّاب السيناريو.
لكن ليست الثقافة هي ما يختبئ وراء المهرجان وتأسيس "مؤسّسىة شومرون السينمائية"، بل السياسة التي تهدف إلى محو الخط الأخضر وطمس الحدود بين النظام العسكري والمدني. ليس من المفاجئ أن نكتشف إذًا أن من يترأس هذه المؤسّسة السياسية هم إستر إلوش، الناطقة باسم مجلس إقليمي السامرة، ويوسي داغان، رئيس مجلس إقليمي السامرة. يدعو كل من هذه المؤسّسة والمهرجان السينمائيّين الإسرائيليّين للمشاركة في شرعنة الاحتلال مقابل الدعم المالي والجوائز.
رافقت تأسيس "مؤسّسة شومرون" تصريحات تتعلّق بتنوّع الفن الإسرائيلي وإسماع الأصوات المهمّشة. هذا هدف جدير ومهم، لكن هذه التصريحات تجرّده من جوهره لتتستر على عنف منهجي وانتهاكات جسيمة لحقوق الإنسان. إن مؤسّسة شومرون ليست بالمؤسسة التعددية بل تعتبر جزءًا من أدوات الأبارتهايد.
لصنّاع الأفلام مسؤولية تجاه صورة المجتمع الذي يعيشون فيه. في واقع الاحتلال المستمر وعملية الضم الزاحفة، علينا أن نضع خطًا أحمر.
نحن الموقعون أدناه نعلن أننا لن نتعاون مع صندوق شومرون - لا الآن ولا في المستقبل. لا في الحاضنات، ولا في انتقاء الأفلام، ولا في الصناعة السينمائية. لن نوافق على إقامة حفل توزيع جوائز أوفير في منطقة خاضعة لحكم عسكري.
ننادي الأكاديمية الإسرائيلية للسينما والتلفزيون، أعضائها وقادتها، ألا يحولوا السينما الإسرائيلية إلى أداة أخرى لقمع الشعب الفلسطيني.
Israeli Cinema Will Not Be Instrumentalized to Whitewash the Occupation
In July 2022, at the inaugural opening ceremony of the "Shomron (Samaria) Film Festival," a call was made to bring the Israel Academy of Film and Television "Ophir Awards" to the occupied West Bank. The festival was supported and/or attended by Minister of Culture Chili Tropper, the heads of the Israel Film Council, the heads of the Rabinovich Film Fund, distributor Moshe Edery, and the Israel Screenwriters' Guild.
What stands behind this inaugural festival, as well as behind the recently-established "Shomron (Samaria) Film Fund," is not a love of culture but a politic aimed at erasing the green line and the distinction between military and civilian regimes [i.e. normalizing the settlements]. It is, therefore, not surprising that this political foundation is headed by Esther Allouche, spokesperson of the Shomron (Samaria) Regional Council, and Yossi Dagan, chairperson of the Shomron (Samaria) Regional Council. Both the foundation and the festival invite Israeli filmmakers to take an active part in whitewashing the occupation in exchange for production financing and prizes.
[** Shomron is the Hebrew word for Samaria – which is the Biblical name of the land currently known in the world as the northern West Bank. Referring to these areas as “Judea and Samaria” is a nomenclature developed and used by Israel's settlement enterprise and national religious movement.]
The establishment of the Shomron Film Fund was accompanied by statements regarding the need for diversity in the Israeli arts and the imperative of giving expression to marginalized voices. While this is a worthy goal, the term "diversity" becomes devoid of meaning when in practice it obfuscates systematic violence and serious violations of human rights. The Shomron Fund is not a pluralistic fund — it is part and parcel of the mechanisms of apartheid [**open to one ethnic group (Jews) and closed to another (Palestinians) living in the same geopolitical area (the occupied West Bank).]
Filmmakers bear responsibility for the image of the societies in which they live. In an ongoing reality of occupation, and a creeping process of annexation, we must draw a red line.
We, the undersigned, hereby declare that we will not cooperate with the Shomron Fund — neither now nor in the future. Not in its workshops, not in its selection committees, not in our filmmaking. Nor will we agree to hold the "Ophir Awards" in an area subject to military occupation.
We call upon the Israeli Academy of Film and Television, its leadership and members at large, not to turn Israeli cinema into yet another instrument in the oppression of the Palestinian people.
