Did you know that the Family First Prevention Services Act also seeks to reduce the use of congregate or group care for young people in foster care and instead places a new emphasis on permanency? States will not receive federal reimbursement for children and youth placed in group home settings. Approved settings, known as qualified residential treatment programs, must use a trauma-informed treatment model, employ licensed clinical staff, and includes family members in the treatment plans and programs. Family First creates an opportunity and understanding of the trauma young people in care experience and the needed services and supports to invest in the healing and well-being of foster youth.
