2024 Biliteracy Attainment Certificate Requests from the Santa Clara County Office of Education 
Thank you for taking the time to share your district's commitment to multilingualism!
  • This recognition is based on proficiency and is awarded to students who meet specific proficiency criteria in English and one or more languages in addition to English. 
  • This recognition prepares students for the State Seal of Biliteracy requirements in high school and is an indication that if a student continues on this path in high school they will be prepared to meet the requirements to earn the State Seal of Biliteracy.  (LEAs should keep student records locally.) Please visit the CDE website for more information.

Elementary Biliteracy Attainment Recognition:
  • 5th Graders (or 6th graders in a K-6 program)
Middle School Biliteracy Attainment Recognition:
  • 8th Graders  

Santa Clara County Office of Education Biliteracy Attainment Certificate of Recognition Request Process*
Here are the steps to request the Santa Clara County Office of Education Biliteracy Attainment Certificates.
(It is recommended that requests be submitted far enough in advance to allow time for the SCCOE to process the requests. 5-10 business days)
  1. Complete this Google form with the information below.
  2. Complete the Google sheet with the names of students and their languages. (Step 15 below)
  3. Share the sheet or email it to: Srijita at ssenguptasaha@sccoe.org
  4. You will receive an email confirmation that the form request has been received.
(*Public schools in Santa Clara County are eligible to request certificates if they have completed a Memorandum of Understanding (MOU). Please email hnatividad@sccoe.org if you have questions or would like to establish an MOU.)

12. California Department of Education Biliteracy Attainment Recognition
LEAs requesting certificates of recognition will need to submit demographic information to the CDE for students earning the Biliteracy Attainment Recognition. Upon completion, the CDE will send you a customizable Biliteracy Attainment Certificate template you can use to also recognize your students.
(The SCCOE does not submit information to the CDE on your behalf.)

Districts/LEAs can submit their information and request the CDE certificates here.
(The CDE also offers certificates for the Home Language Development and Biliteracy Program Participation too.)
