CLASS CONTENT SUMMARY: This course focuses on the provision of water supply and sanitation (W&S) services in low- and middle-income countries. We begin with a review of the state of W&S service delivery in different parts of the world and an introduction to the range of technologies employed in the sector. We then discuss global monitoring of access to W&S services as a way of developing the ability to discern constructs from indicators and evaluate the validity and reliability of measurement. Next, review available evidence to allow us to answer the question 'What are the health and economic impacts of W&S service improvements, and the conditions under which such benefits are most likely to be realized?' We will also review institutional models for service delivery, multi-objective planning frameworks, the role of consumer demand and community participation in designing W&S investments, service pricing, and strategies for targeting low-income households ranging from novel technologies to subsidy programs. The major project for the quarter is a team-based effort to design, develop cost estimates for, and provide a rationale for a set of proposed W&S service improvements in response to information provided to them by a client.
PLEASE NOTE: This class is organized primarily around group discussion and written memo assignments (together comprising 75% of the overall grade). Good written and oral communications skills, along with a willingness and ability to participate actively in class, are essential to reaping the full value of and being successful in the course.
