Introduction

For each of the past few days in India, more than 300,000 people have been confirmed to be newly infected with coronavirus, higher than the US's peak in January.

As a result, France's government plans to raise research and development spending from 2.2% to 3% of GDP, with €5 billion per year of that coming from public spending.
