The City of Rock Island is seeking community input on how to invest once in a lifetime American Rescue Plan Act (ARPA) funds.
ARPA funds are intended to respond to the COVID-19 public health emergency, address its economic fallout, and lay the foundation for a strong and equitable recovery that supports long-term growth and opportunity.

ARPA funding to local governments is restricted to general categories including: community health and wellness such as mental health resources and services; public safety and technology; housing; quality of life including parks and recreation and improving neighborhoods; childcare, daycare, and other early learning facilities; support to small businesses, nonprofits and other impacted industries such as tourism; public infrastructure; job training and workforce development; and broadband access.
The Rock Island City Council has identified the following four (4) goals to guide decision-making at all levels of City Government:

1. Financial Sustainability
2. Effective Communication
3. Economic Development
4. Placemaking
Additionally, the Rock Island City Council adopted the following ARPA GUIDING PRINCIPLES to assist the public, the ARPA Program Manager, City Staff, and other stakeholders in understanding the expectations on how these funds should be utilized:
> Infrastructure projects should benefit residents and reduce future financial liabilities.
> Funding decisions should align with community needs.
> Projects should demonstrate tangible and intangible returns on investment.
> Funds should be leveraged strategically to maximize projects.
> Investments should be made in economic development that attracts and retains businesses.
