Eviction Defense Right to Counsel Survey
As many know, Denver was experiencing a severe housing crisis pre-COVID-19 as the 2nd top gentrifying city in the nation. In our city, more than 46% of renters are cost-burdened, we have unprecedented rates of homelessness with a point in time count that listed 4,071 homeless people in Denver last year, housing costs have far outpaced wages and we have thousands of impending evictions that are only compounding under an eviction moratorium that will expire on March 31st. One out of every four Coloradans are facing eviction right now.

We are exploring ways to ensure that we avoid as many possible evictions (that will translate to homelessness) as we can once the eviction moratorium is lifted. We know that the primary challenges with our legal defense program has been notice to tenants and pairing eviction defense with case management and expedited rent and utility assistance to meet the needs of our landlords who are also struggling and depending on rental income to survive.  

The purpose of this survey is to obtain a comprehensive understanding of the issues, concerns and experiences of renters and landlords in our city so that we craft a bill that meets as many needs as we can address on both sides of the issue of displacement.
