The Board of Election Commissioners for the City of Chicago (the “Board”), the Cook County Clerk (the “Clerk”), the CBA, HLAI and WBAI have partnered to create Election Day Field Attorneys to serve on election day as representatives "in the field" for the Chicago or suburban Cook County election authorities.

Each attorney will be assigned to one of the 50 wards in the City of Chicago if representing the Board, or to one of the 17 regional RDC centers if representing the Clerk. The attorney will be working cooperatively and in conjunction with the regular field supervisor/investigator from the respective election authority who is also assigned to the attorney’s particular ward or region.

To apply for these positions, an attorney must be licensed and in good standing in the State of Illinois, complete the below application form and submit a short resume, CV or bio.

After an application is approved, the attorney will receive access to the online training program for the election authority the attorney will represent, i.e. the Board or the Clerk. Attorneys must complete the online election judge training provided by the election authority they will represent. The CBA shall then provide a list of all trained and qualified attorneys to the respective election authority no later than October 29, 2020.

The CBA will provide an additional hour long training course that qualifies for MCLE credit.

It is anticipated each attorney would be paid a flat fee of $500 for a full day of service on election day, beginning at 5:00 a.m. and concluding when all precincts within their ward or region have closed (the standard closing time is 7:00 p.m., but some precincts may be held open late by court order, usually for no more than one or two extra hours).

Each attorney must submit to the Board or the Clerk a conflict-of-interest acknowledgement, a confidentiality/acceptable-use agreement and a liability waiver provided by the election authority they will represent.

Each attorney must have his or her own mode of transportation to/from their assigned ward or region, and to travel between all precincts therein.

Each attorney must provide a working cellular telephone number that can be used by the election authority representatives in their respective election day telephone call centers. The attorneys may receive calls and dispatch assignments from the call centers, and may be required to report back to said call centers.

Upon completion of a full day of service on November 3, 2020, each attorney must submit to the respective election authority a certification that they fulfilled all assigned duties and provided full and conflict-free representation to the election authority to qualify for payment.
