In 2017, The City of Fresno demolished the former police substation at Broadway and Elizabeth. The City was considering rezoning the property to residential for sale to a housing developer. When approached by community members, City Council, then lead by Esmerelda Soria and Oliver Baines stopped rezone process to allow the community to plan and gather feedback ahead of Measure P on November 2018 ballot.
After failure of Measure P, the Broadway Parque Committee formed after seeing clear community preference for a community park. We began organizing the community, researching and advocate for resources to build community's vision.
In 2019, Fresno City Council lead by Miguel Arias & Esmerelda Soria authorized Lowell Community Development Corporation with Broadway Parque Committee to pursue State of California Prop 68 funded grant. We held a public process that engaged over 400 neighbors in designing Broadway Parque. We submitted a grant for $1.9 million to build the park pictured about designed pro-bono by Bob Boro, Landscape Architect with office 2 blocks away. Our grant failed but we gained valuable feedback on how to improve competitive scoring.
In 2020, where do we start? Am I right...? The State has announced a final round of Prop 68 park grants larger than prior year, due on December 15th. Broadway Parque Committee, Lowell CDC and community coalition desire to reapply.
The City of Fresno has significant new challenges from last year. The COVID-19 has hit City of Fresno budget hard with significant and painful cuts being made. So the required 30 year commitment of park maintenance the State requires is nearly impossible to City to commit to. Futher, due to housing crisis, City now has State mandated Surplus Lands Act process to identify surplus unused land and got through process of offering to other government entities for affordable housing development, if none interested, they offer to non-profit and for-profit developers for affordable housing or park development, if no qualified offers, they can then offer on open market for any use. In this process, we're told we'll one last chance for the park funding. But if failed no other option to pursue a neighborhood park.
