POWYS REGIONAL PARTNERSHIP BOARD – Information for Board Representatives
1. BACKGROUND
Regional Boards are a legislative requirement under the Social Services and Well-being (Wales) Act 2014 (Part 9) and the Partnership Arrangements (Wales) Regulations 2015.
The regulations set out by Welsh Government establishes the main requirements, purpose and responsibilities of the Regional Partnership Board.
2. PURPOSE
The Board will provide strategic advice and guidance; be supportive and enabling whilst also constructively challenge, specifically in relation to :
• Responding to the population assessment in accordance with section 14 of the
Act;
• Implementing the plans for each of the local authority areas covered by the Board under section 14A of the Act;
• Ensuring the partnership bodies provide sufficient resources for the partnership arrangements in accordance with their powers under section 167 of the Act;
• Promoting the establishment of pooled funds where appropriate;
• Ensuring that services and resources are used in the most effective and efficient way to improve outcomes for people in their region;
• Preparing an annual report for Welsh Ministers on the extent to which the board’s objectives have been achieved;
• Providing strategic leadership to ensure that information is shared and used effectively to improve the delivery of services, care and support, using technology and common systems to underpin this
The Regional Board will prioritise the integration of services in relation to:
• Older people with complex needs and long term conditions, including dementia;
• People with learning disabilities;
• Carers, including young carers;
• Integrated Family Support Services;
• Children with complex needs due to disability or illness.
Board Members Responsibilities
The Board members responsibilities include;
• Agree with the governance and work within their remit
• Creating an environment in which the work programme can thrive
• Be the conduit of which views are collected and disseminated to and from the Board for their particular community of interest
• Endorsing, advising and supporting and challenging project sponsors and programme manager
• Approving the progress of the programme against the strategic objectives and agreeing corrective action where needed
• Discuss and agree to any potential risks; issues and opportunities
• Providing visible leadership and commitment to the programme at communication events
• Confirming successful delivery and sign-off at the closure of projects
• Report on Achievement, Issues and Actions (AIA) quarterly to relevant strategic groups/bodies
• Ensure that the programme benefits, outcomes and outputs are secured.
• Approve supporting communications plan to ensure the information on the progress of the Board widely available across the organisation, to patients/service users, the public and other external organisations.
• Celebrate success.
Term
- Maximum of 3 Year Term
Frequency of meetings
- RPB – Quarterly – Mondays between 9:30am – 1:30pm
- Pre Board meetings – Quarterly – Friday before RPB to go through papers – 11:00am – 2:00pm (Lunch included)
- RPB development days – 2 per year maximum
- Other meetings – rep are encouraged but not required to attend occasional meetings with Welsh Government in regards to RPB’s throughout Wales

APPOINTMENT: Individual and Carer Board Member, Powys Regional Partnership Board
ACCOUNTABLE TO: Powys Regional Partnership Board
WORKING WITH: PAVO, local Third Sector Networks, individual and carer groups, statutory partners.
REIMBURSEMENT Voluntary basis with full reimbursement of reasonable expenses
APPOINTMENT TERM Maximum of 3 Year Term
TIME COMMITMENT Approximately 10 days per year (development sessions/board meetings)
Role of the local Powys Regional Partnership Board
The Powys Regional Partnership Board provides leadership in decision making, guidance, influence and support to ensure successful delivery of Health and Care Services to people in Powys. The Board sits directly underneath the Joint Partnership Board which has a direct reporting remit to Welsh Government.
Role of the Individual and Carer Partnership Board Member
Membership of the Powys Regional Partnership Board for individuals and carers provides a voice for people in contact with health and social care services for people of all age. The mechanisms for involving children and young people are already in place. This involvement description is for adults. The members chosen to represent people will be recruited and appointed through completing an expression of interest form. Once the deadline has passed, provided the person specification is completely filled in and meets the general requirements for membership, people will be invited to attend a peer selection meeting for a half-day of discussion/selection. Everyone will have a chance to meet each other, discuss the role and the requirements and choose four people, two members and two alternate members who will represent them on the Powys Regional Partnership Board. These people will be encouraged to attend other engagement forums, as listed in the attached information/governance structure.
The selection process for individuals participating in the Powys Regional Partnership Board needs to ensure the four people selected collectively represent the diversity of those who have experience of or have previously been in contact with health and/or social care services in Powys.
People will be given the appropriate support to be fully functioning members of the Partnership. Papers will be distributed within enough time to understand and digest the information. Documentation will be clear and accessible, avoiding the use of acronyms or jargon. Information will be circulated to people in ways and in formats most useful to them.
