The apprenticeship programme in India under the Apprenticeship Act 1961 is implemented by the Ministry of Skill Development and Entrepreneurship (MSDE) in the National level.
# NAPS is a new scheme of Government of India to promote apprenticeship training consists of Basic Training and on the job training / Practical training in the industry.  The main objective of NAPS Scheme is to promote apprenticeship training and to increase the engagement of apprentices.  

The major components of the scheme -
* Sharing of 25% of prescribed stipend subject to a maximum of INR 1500/ per month / apprentice to the employer
* Sharing of cost of Basic Training Provider (VTP) up to INR 7500/ per month for a maximum of 500 Hours . The basic training is imparted to fresher apprentices for acquiring reasonable ability to handle instruments / machineries/equipment independently.  The candidates who have passed out from ITI ,Diploma, PMKVY, DDU-GKY are exempted from undergoing basic training.  The establishments having minimum of 4 employees are eligible for registering under the Apprenticeship Act.

All the establishments having workforce 30 or more including contracting employees are made mandatory to engage apprentices in a range 2.5%-15% of their total workforce, every year. For instance, an establishment to the total strength of 100 workers(including contact workers) can engage minimum of 3 apprentices and maximum of 15 apprentices.

As per the Act, the minimum stipend to be paid to an apprentice is Rs.6000 p.m. (10 pass candidate), and Rs.7000 p.m. (ITI Pass out with National or state Trade Certificate)The minimum age prescribed under the Act 14 yrs (18 Years in case of hazardous factory)

ಭಾರತ ಸರಕಾರದ ಕೌಶಲ್ಯಾಭಿವೃದ್ಧಿ ಮತ್ತು ಉದ್ಯಮಶೀಲತೆ ಮಂತ್ರಾಲಯದಡಿ ಶಿಶಿಕ್ಷು ಕಾಯಿದೆ 1961 ನ್ನು ರಾಷ್ಟ್ರಮಟ್ಟದಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲಾಗಿದೆ.  ಉದ್ದಿಮೆ ಸಂಸ್ಥೆಯಲ್ಲಿರುವ ಮೂಲಭೂತ ಸೌಕರ್ಯಗಳನ್ನು ಉಪಯೋಗಿಸಿ ದೇಶದ ಯುವಕ-ಯುವತಿಯರಿಗೆ ಕೌಶಲ್ಯ ತರಬೇತಿಯನ್ನು ನೀಡುವುದರೊಂದಿಗೆ ಉದ್ದಿಮೆ ಸಂಸ್ಥೆಗಳಿಗೆ ಬೇಕಾಗುವ ನುರಿತ ಮಾನವ ಸಂಪನ್ಮೂಲಗಳನ್ನು ಅಭಿವೃದ್ಧಿ ಪಡಿಸುವುದು ನಿಟ್ಟಿನಲ್ಲಿ ಶಿಶಿಕ್ಷು ಕಾಯ್ದೆ 1961 ರ ಮೂಲ ಉದ್ದೇಶವಾಗಿರುತ್ತದೆ.
ಅಪ್ರೆಂಟಿಸ್‌ಶಿಪ್ ಕಾಯ್ದೆಯನ್ನು ಪರಿಣಾಮಕಾರಿಯಾಗಿ ದೇಶವ್ಯಾಪಿಯಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸಿ ಹೆಚ್ಚಿನ ಸಂಖ್ಯೆಯಲ್ಲಿ ಶಿಶಿಕ್ಷು ತರಬೇತಿದಾರರನ್ನು ಸಜ್ಜುಗೊಳಿಸಲು ಉದ್ದಿಮೆದಾರರನ್ನು ಪ್ರೋತ್ಸಾಹಿಸುವ ಉದ್ದೇಶದಿಂದ ನ್ಯಾಷನಲ್ ಅಪ್ರೆಂಟಿಸ್‌ಶಿಪ್ ಪ್ರಮೋಷನ್ ಸ್ಕೀಂ (NAPS) ನೂತನ ಯೋಜನೆಯನ್ನು ಕೇಂದ್ರ ಸರಕಾರ ರೂಪಿಸಿದೆ. ನ್ಯಾಪ್ಸ್ ನಿಯಮದಂತೆ ಉದ್ದೆಮೆದಾರರು ಪ್ರತೀ ಶಿಶಿಕ್ಷು ರಿಂದ NAPS ನಿಯಮದಂತೆ ಅಪ್ರೆಂಟಿಸ್‌ಶಿಪ್ ತರಬೇತಿಯಲ್ಲಿ ತೊಡಗಿಸಿರುವ ಉದ್ದಿಮೆದಾರರು ಹಾಗೂ ಪಾವತಿಸಿರುವ ವೇತನ (ಸ್ಟೈಪೆಂಡ್) ಶೇ.25 ರಷ್ಟು ಅಥವಾ ಗರಿಷ್ಠ ರೂ.1500 ಪ್ರತೀ ಅಭ್ಯರ್ಥಿಗೆ, ಪ್ರತೀ ತಿಂಗಳಿಗೆ ರೂ.1500 ರಷ್ಟು ಪಾವತಿ ಮೊತ್ತವನ್ನು ಹಿಂಪಡೆಯುವ ಸೌರ್ಯವನ್ನು ಕಲ್ಪಿಸಲಾಗಿದೆ.  ಅಲ್ಲದೇ ಉದ್ದಿಮೆಯಲ್ಲಿ ಮೂಲ ತರಬೇತಿ ಪಡೆಯುವ ಯಾವುದೇ ಪೂರ್ವ ತಾಂತ್ರಿಕ ಕುಶಲತೆ ಹೊಂದಿರದ ಅಭ್ಯರ್ಥಿಗಳ ಮೂಲ ತರಬೇತಿಯ ವ್ಯವಸ್ಥೆಯನ್ನು ಉದ್ದಿಮೆದಾರರೇ ನಡೆಸಿದಲ್ಲಿ ಕೇಂದ್ರ ಸರಕಾರದಿಂದ ಮೂರು ತಿಂಗಳ ಮೂಲ ತರಬೇತಿಗೆ ಸಂಬಂಧಿಸಿದಂತೆ ಗರಿಷ್ಠ ರೂ.7500/-ನ್ನು ಮರುಪಾವತಿಗೊಳಿಸುವ ಸೌಕರ್ಯವನ್ನು ಕಾಯ್ದೆಯಲ್ಲಿ ಅನುಷ್ಠಾನಗೊಳಿಸಲಾಗಿದೆ.
ಉದ್ದಿಮೆ ಸಂಸ್ಥೆಗಳಲ್ಲಿ ಲಭ್ಯವಿರುವ ನಿಯತ ಹಾಗೂ ಗುತ್ತಿಗೆದಾರರ ಸಂಖ್ಯೆಗೆ ಅನುಗುಣವಾಗಿ ಶೇ.2.5 ರಿಂದ ಶೇ.15 ರಷ್ಟು ಶಿಶಿಕ್ಷು ತರಬೇತುದಾರರನ್ನು ಯೋಜನೆಯಡಿ ಆಯ್ಕೆ ಮಾಡುವ ಸೌಲಭ್ಯವಿದ್ದು, ಕನಿಷ್ಟ ನಾಲ್ಕು ಮಂದಿ ಉದ್ಯೋಗಿಗಳನ್ನು ಹೊಂದಿರುವ ಉದ್ಯಮ ಸಂಸ್ಥೆಯವರು NAPS ಯೋಜನೆಯ ಪ್ರಯೋಜನವನ್ನು ಪಡೆಯಲು ಅರ್ಹರಾಗಿರುತ್ತಾರೆ.  30 ಕ್ಕಿಂತ ಹೆಚ್ಚು ಉದ್ಯೋಗಿಗಳನ್ನು ಹೊಂದಿರುವ ಉದ್ಯಮ ಸಂಸ್ಥೆಗಳು ಕಡ್ಡಾಯವಾಗಿ ಶಿಶಿಕ್ಷು ಕಾಯ್ದೆ 1961 ರಂತೆ ಅಪ್ರೆಂಟಿಸ್‌ಗಳನ್ನು  ನೇಮಕ ಮಾಡತಕ್ಕದ್ದು.
ಉದ್ದಿಮೆ ಸಂಸ್ಥೆಯಲ್ಲಿ ತರಬೇತಿ ಪಡೆಯುತ್ತಿರುವ ಶಿಶಿಕ್ಷು (ಅಪ್ರೆಂಟಿಸ್‌) ಗಳಿಗೆ ಕನಿಷ್ಟ ರೂ.6,000/-(ಅಭ್ಯರ್ಥಿಯು ಎಸ್.ಎಸ್.ಎಲ್.ಸಿ ವಿದ್ಯಾರ್ಹತೆ ಹೊಂದಿದ್ದಲ್ಲಿ) ಹಾಗೂ ಪ್ರತೀ ತಿಂಗಳಿಗೆ ರೂ.7,000/- (ಐಟಿಐ ಉತ್ತೀರ್ಣರಾದ ಅಭ್ಯರ್ಥಿಗಳನ್ನು ನೇಮಿಸಿದಲ್ಲಿ) ಪಾವತಿಸಬೇಕಾಗುತ್ತದೆ. ಅಪ್ರೆಂಟಿಸ್‌ಶಿಪ್ ತರಬೇತಿ ಪಡೆಯಲಿಚ್ಛಿಸುವ ಅಭ್ಯರ್ಥಿಗಳ ಕನಿಷ್ಟ ವಯೋಮಿತಿ 14 ವರ್ಷಗಳಾಗಿದ್ದು, ಅಪಾಯಕರದಿಂದ ಕೂಡಿದ ಉದ್ದಿಮೆಯಾಗಿದ್ದರೆ ಕನಿಷ್ಟ ವಯೋಮಿತಿ 18 ವರ್ಷಗಳಾಗಿರುತ್ತದೆ. ಅಪ್ರೆಂಟಿಸ್‌ಶಿಪ್ ಕಾಯ್ದೆ 1961 ರಂತೆ ಜಿಲ್ಲೆಯ ಎಲ್ಲಾ ಉದ್ದಿಮೆ ಸಂಸ್ಥೆಯವರು  https://apprenticeshipindia.org ಮೂಲಕ ದಿನಾಂಕ 07-07-2021 ರೊಳಗೆ ನೋಂದಾಯಿಸಿಕೊಳ್ಳುವುದು.
