2022 - LRFOA Policies and Procedures - ACCEPTANCE Declaration
1. All persons interested in becoming a member of the LRFOA must complete the prescribed LRFOA Membership Application form annually. This form must be submitted to the LRFOA Secretary no later than second Monday of August .

2. Registration Dues: $60 for Primary Members. $30 for Secondary Members. Dues will be deducted from your first payroll payment.

3. If you are not registered with the FHSAA, you will not be assigned games. Any outstanding administrative fees not reconciled from the previous season will be deducted from your first payroll payment.

4. All members who join LRFOA after 9/1 that have met all the requirements of another recognized local association will receive membership status within the LRFOA (documentation may be required).

5. Dress shall be prescribed by the FHSAA for contests sanctioned by the FHSAA and per Board direction for all other contests. All crew members will wear identical uniforms as defined by the crew chief (Referee) and must be consistent with the guidelines stipulated on the LRFOA website, Forms Section, Uniform Requirements tab.

6. Each first year official must complete the Level 2 background check required by the Jessica Lunsford Act and the FHSAA. No official will be assigned any games without completing this requirement.

7. Once assignments are made, the crew chief is responsible for communicating with crew members about the plans (uniform, arrival time, etc.) for a particular contest. Officials must acknowledge the communication from the crew chief no less than 24 hours before the scheduled contest.

8. If the crew member has not received any communication from the crew chief 24 hours before the contest, the crew member is responsible for contacting the referee. If the crew member has not received a response by 9:00am on the day of the game, the crew member is responsible for reaching out to the Booking Commissioner.

9. “Late/No Show” policy: Late is defined as arriving or checking in with game management less than 30 minutes prior to kickoff of middle school/junior varsity games or 60 minutes prior to kickoff of varsity contests. No show is defined as not arriving or checking in with game management until after the kick-off. If you arrive after the opening kick and work the game, you will NOT be paid for the game but you will not be fined. The referee is totally responsible for reporting any violations, including their own. Administrative fees will be deducted from payroll payments and are as follows:

LATE:  $10 Per Occurrence  

NO-SHOW: $50 - First Occurrence
                       $100 - Second Occurrence
                       SUSPENSION - Third Occurrence

10. “Re-Booking Fee”: Each association member (Primary & Secondary) acknowledges it is a cumbersome task to assign games based upon limited knowledge membership availability on any given week during the FHSAA football season. In order to better manage this process, a “Re-Booking Fee” will be assessed against any association member who declines to accept a game assignment after game schedules are officially published on Arbiter by the Booking Commissioner. The “Re-Booking Fee” will be $10 per game for games declined or not excepted within 72 hrs of assignment if the date has not been blocked. The fee will be $20 per game when a game is turned-back more than a week prior to the published game start time. The fee will be $25 per game when a game is turned-back less than a week prior to the published game start time. Membership attention to the date block feature within Arbiter is critically important. Unless a member has specific dates noted and “blocked” within Arbiter, game declinations are subject to a “Re-Booking Fee”. If any member is unfamiliar with the Arbiter “date-block” feature, please contact the LRFOA Booking Commissioner.

11. Appeals for LATE/NO-SHOW/RE-BOOKING FEES shall be directed to the Board consistent with Article XIV of the constitution/by-laws.

12. Each LRFOA member is expected to abide by the Rules Of Conduct as stipulated in Section 106 of the FHSAA Officials Guidebook (current edition). Conduct deemed unbecoming of an LRFOA member will be reviewed by the Board consistent with Articles XIII and XIV of the LRFOA Constitution.

13. The Board will determine penalties on a case-by-case basis considering the situation, severity, and circumstances of the violation.  The accused member(s) will be notified of any penalties.
