NRPO is a new type of naruto-roleplay game which means it'll not only involve RP, but actual fighting with PVP mechanics too. This being a new type of RP, this means rules may change to accomodate the chances of any abuse or op-ordeals. You, as the starting Kage will be the balancing line for it all, are you comfortable with also being a test-dummy for the first wipe of the server?  *
Your village is under attack, but you notice your Jounin are out on important business already and can't help man most of the defenses. It's your opportunity as the Kage to finally show your wrath, though- alot of villagers and other genins and chuunin seem to be in the way of it. The attackers have done a great deal of damage to the village already, and you need to put an end it as soon as possible, but you're the only one capable at this point. Your next jutsu can put things to an end but it may harm local villagers and your shinobi. What would you in this situation? *
You're on a secret mission that only the four people you're on it with know about. The first is your trusted Jounin A, one whose been around since you became Kage and never showed much interest in political things. The second is another trusted Jounin B, he's been around long enough too and much more interested in politics than frankly any other shinobi in the village. The third, is Jounin C, a new Jounin who doesn't speak much, but is known for their strengths and prowesss, that being the main reasons he's been promoted anyway. And the last is, Jounin D, a messy loud mouth Jounin that doesn't know the tones of his own voice and can't whisper, or keep things lowkey to save his life. 

You're ambushed suddenly on the way to the mission and the ambushers seem to know exactly how to deal with all four of you in simple combined tactics and jutsus to trap them. You as the Kage, know how secret this mission is, for their to be ambushers, their must have been an inside scoop- who do you assume is the rat?
