Open Letter to The University System of Georgia Board of Regents from Graduate Students and Allies
UPDATE: We requested a response from Chancellor Wrigley by Wednesday, August 12th. On Tuesday, August 11th, he emailed, writing the following text:

Thank you for sharing a letter of concern and petition on behalf of graduate students and allies of the University of Georgia (UGA) about the university’s plans for the fall semester. The Board of Regents of the University System of Georgia (USG) remains deeply committed to the health and safety for students, faculty and staff.

 

Comprehensive planning and development of Return to Campus plans for UGA and every USG institution have been ongoing since April, led by campus presidents with input from hundreds of campus stakeholders. These publicly available documents are guiding our approach to fall semester, as USG continues to follow COVID-19 guidance from the Georgia Department of Public Health (DPH) and Centers for Disease Control and Prevention (CDC).

 

Below please find recent correspondence to UGA faculty that can provide more detail.  As with UGA, we believe we have affirmatively addressed the core of these concerns through the detailed work done over summer. Additionally, USG has prepared all campuses with PPE and considerable amounts of cleaning and disinfectant supplies to supplement supplies already purchased.  So far, this includes more than 3,600 cases of disinfecting wipes, 10,000 gallons of hand sanitizer and disinfectant solution, 250,000 gloves and 1.8 million masks.

 

In service to USG’s mission and to be fair to all employees, UGA and all USG institutions must apply consistent standards for employee work schedules across their campuses. However, we recognize the delivery of instruction and other aspects of campus will certainly be different as accommodations are made for the medically fragile and institutions adapt to space and other conditions unique to each campus.

 

With respect to extensions and additional funding, USG allocates funding to campuses based generally on credit hours. Each institution has discretion about how to allocate these funds, and requests for additional research funding need to be addressed by the institution. Similarly, requests for extensions should be addressed to the appropriate decision-makers on campus. We certainly encourage all to be reasonable.

 

USG campuses including UGA are also working hard to support international students in these challenging times. Earlier this summer, I signed a letter from the Association of Public and Land-grant Universities opposing visa restrictions for international college students that were subsequently withdrawn by U.S. Immigration and Customs Enforcement.

Response to UGA Franklin College of Arts and Sciences Faculty Senate and the Mary Frances Early College of Education Faculty Senate

 

Dear Dr. Rice and Dr. Mojock,

 

Thank you for sharing the resolution on behalf of the Franklin College of Arts and Sciences Faculty Senate and the Mary Frances Early College of Education Faculty Senate.

 

The Board of Regents of the University System of Georgia (USG) remains committed  to the essential importance of health and safety for students, faculty and staff. USG has followed COVID-19 guidance from the Georgia Department of Public Health (DPH) and Centers for Disease Control and Prevention (CDC) and continues to do so.

 

With that in mind, preparations for fall semester including at the University of Georgia resulted from a lengthy, detailed planning process that began in April. USG presidents representing every sector in the system have brought critical campus perspective to both the system’s decisions regarding its COVID-19 response and the development of guidelines for returning workforce to campuses and returning to on-campus instruction. In turn, presidents involved hundreds of campus constituents to develop institution-specific, comprehensive plans over the summer detailing steps for three contingencies: On-campus instruction with social distancing (the current plan), a temporary move to online instruction after starting the semester face-to-face and fully online instruction.

 

These plans prioritize the health and safety for students, faculty and staff, while recognizing the value and importance to students of the on-campus educational experience as one that is simply richer and more well-rounded. No matter how, the delivery of instruction will certainly be different than last fall as accommodations are made for the medically fragile and as institutions adapt to space and other conditions unique to each campus. We, like you, are determined to address the many challenges.

 

This includes adapting course and campus schedules to allow for social distancing. In some cases, hybrid courses will mean students will spend some time in a classroom mixed with taking some of the course online. Some courses will be online-only and others in-person as social distancing and other public health guidelines allow. The look and feel of campus will be different, with no large lecture classes and altered event schedules.

 

Everyone is required to wear masks if they are inside a campus building where 6-feet of social distancing cannot be maintained. The system is providing all campuses with PPE and considerable amounts of cleaning and disinfectant supplies, including 1.8 million masks. More than 50,000 test kits have been purchased to supplement testing supplies already purchased by institutions. Decisions have also been made on every campus about testing programs, with each campus naming a liaison to their local public health office to ensure coordination of contact tracing and isolation/quarantine plans for those testing positive. We are in constant contact with DPH; we talk regularly with them and they are a valuable partner in our efforts. Consultation and training with the Georgia National Guard have helped strengthen campus cleaning schedules, and all campuses are stressing best public health practices of washing hands for 20 seconds, using hand sanitizer, disinfecting frequently touched surfaces, covering coughs and sneezes, staying home when ill, social distancing and wearing a mask.

 

Finally, we have asked institutions to increase their communication with campus communities. Just one example is the Georgia Film Academy’s “Stay Safe, Stay Well” video promoting safe behaviors. It’s embedded in students’ online accounts and since May has been viewed more than 80,000 times.

 

We have pursued this range of strategies to reduce risk, recognizing we cannot eliminate risk.  The measures outlined above are those recommended by experts to protect oneself and others. I understand we are all anxious but UGA has taken measures to reduce risk while serving its students, faculty and staff.  There are many risks associated with online-only education, including the education risk to students and the substantial fiscal risk to our institutions.  While protecting health and safety are essential, we must also make decisions considering these other risks as well.

 

Please know we take our responsibility very seriously. As CDC and DPH guidance changes, we will revisit our guidance to USG institutions.

Dear Members of the University System of Georgia Board of Regents:

We write to you as graduate students and allies of the University of Georgia, the flagship institution of our state, with serious concerns that we have about the university’s plans for the fall semester. We acknowledge that the University of Georgia is constrained in many ways by the University System of Georgia. Thus, we raise the concerns outlined below to garner your support for a fall semester that best benefits the students, faculty, staff, and community members of all Georgia public colleges and universities facing similar obstacles to a healthy, safe, and just fall semester. We appreciate the recent reversal in your stance on face coverings, but a face covering mandate is not enough.

We strongly believe that in order to ensure the health, safety, and well-being of all campus community members, (1) instructors should be able to opt-out of in person instruction in any capacity without repercussions, (2) instructors receiving ADA accommodations should not be required to maintain a face-to-face component of instruction in institutions with HyFlex or hybrid teaching models, (3) graduate students should be granted extensions and additional funding to ensure they are able to maintain research and teaching commitments, while still maintaining progress towards their degrees, (4) international students should receive support to ensure that they are able to maintain their visa status and lawful presence in the US, and (5) the health, well-being, and safety of all campus communities should remain a top priority in fall plans.

Despite the essential roles graduate students have on campus, particularly in the capacity of research, lab, and teaching assistance, we believe that graduate students’ concerns are not being adequately represented in the current planning.  

Graduate students play essential roles in many colleges and universities. For instance, the University of Georgia’s Office of Institutional Research reports that there are 1,091 Graduate Assistants, 260 Graduate Laboratory Assistants, 1,638 Graduate Research Assistants, and 880 Graduate Teaching Assistants at UGA alone (https://oir.uga.edu/_resources/files/factbook/UGA_FactBook2018.pdf). All graduate students in each of these capacities provide labor for the university by serving faculty, staff, and undergraduate students. Further, every year, nearly 2,000 classes at UGA are graduate student-led, meaning that graduate students are listed as instructors of record (https://oir.uga.edu/_resources/files/usnews/2020USNews.pdf). Thousands more require graduate student labor, including lab instruction, breakout sessions for large lectures, and instructional support for faculty. Our input for fall instruction is clearly warranted.

OPTING-OUT OF IN PERSON INSTRUCTION

The University System of Georgia, for now, remains adamant about maintaining face to face instruction, presumably in order to minimize economic loss. While we recognize the reality that an online format is not fiscally advantageous, in an ideal situation, the fall semester would be held online to minimize in-person contact. We closed campuses in March when COVID-19 cases and deaths were exponentially lower. The shift to online learning was abrupt, but as The University of Georgia reported, even then, students were still able to "thrive" academically (https://news.uga.edu/despite-pandemic-students-thrive-academically-at-uga/). The Georgia Department of Public Health reported on August 6, 2020 that the State now has 204,895 confirmed cases, including 20,002 hospitalizations and 3,647 ICU admissions, and there have been 4,026 confirmed deaths (https://dph.georgia.gov/covid-19-daily-status-report). Given that population densities will greatly increase with incoming students in college towns and cities because of the plan for in-person instruction, we strongly believe that, at the very least, instructors – no matter their risk status per the CDC – should be able to opt-out of in person instruction this fall semester without repercussions.

REMOVING FACE-TO-FACE COMPONENT MANDATE FOR THOSE WITH ACCOMMODATIONS

As the three contingency plans currently stand at the University of Georgia, instructors who are afforded on-line teaching accommodations through the ADA process requires another instructor to assist by facilitating the in-person, face-to-face components of the HyFlex teaching model (https://www.uga.edu/coronavirus/documents/phased-return-to-full-operations.pdf). We are concerned about this additional burden placed upon our colleagues. We believe that this required component could disproportionately affect graduate students by both increasing their workload and heightening their risk due to exposure to additional groups of people. While ideally, instructors should be able to opt to teach online courses exclusively, we are concerned with the current mandate that even those afforded reasonable accommodations for teleworking may be disincentivized to secure support if additional labor will befall their colleagues.

To be sure, in UGA’s “Fall with Social Distancing Plan,” graduate teaching assistants are deemed both essential and dispensable:

"Using CDC definition for higher-risk for severe illness with COVID-19, allow faculty to seek accommodations to teach their classes in an online-only format and (i) provide training to help implement best practices for online instruction, including steps to maximize interaction between faculty and students, (ii) capture pre- assigned classrooms and re-assign these for other face-to-face classes, and (iii) develop plans for face-to-face discussions when possible, e.g., small groups meeting with graduate teaching assistants" (page 4).

Furthermore, graduate students who have enrolled in the fall semester with expectations that they will not be needed for instruction may be asked to assume these roles because of the demands placed upon universities and colleges to maintain in-person instruction. As such, we believe that any instructors receiving reasonable accommodations through the ADA should not be mandated to maintain a face-to-face component of their courses.

SUPPORTING GRADUATE STUDENTS WITH EXTENSIONS AND ADDITIONAL FUNDING

If the fall semester does require the adoption of a HyFlex teaching model, as is currently proposed at The University of Georgia, we are concerned about graduate students’ abilities to meet important deadlines that demonstrate progress towards their degrees. The pandemic has disrupted many of our research agendas, particularly for graduate students whose research requires travel or in-person interviews. We recognize that many graduate students will need additional time and funding to complete their degrees, for a variety of reasons (childcare, elder care, mental health crises, visa status), particularly for those who work in teaching and research capacities on campus and are obligated to fulfill those job duties.

This disruption has been acknowledged by The University of Georgia who afforded an optional one-year extension to tenure-track faculty:

"Due to the COVID-19 pandemic, UGA faculty are experiencing exceptional challenges in all aspects of their work and normal progress toward promotion and tenure may be interrupted. Announced earlier this month, President Morehead has exercised his authority to give all tenure-track faculty, and non-tenure track faculty whose current rank has a time limit, an opportunity to extend their review period by one year. Faculty who are currently in their first or second year in rank who request this extension will undergo their third-year review (if applicable to their career track) in their fourth year, unless they specifically request a review in their third year"

We realize many of these milestones are department and university-specific. However, we call upon the University System of Georgia to support additional funding and temporary flexibility in degree milestone deadlines to ensure graduate students are able to uphold their work commitments as research and teaching assistants, while still maintaining good standing and progress towards their degree.

PROTECTING INTERNATIONAL STUDENTS

We are also deeply concerned about protecting international students who face increased uncertainty and precariousness (https://www.ice.gov/news/releases/sevp-modifies-temporary-exemptions-nonimmigrant-students-taking-online-courses-during). Last fall, the University of Georgia admitted 2,793 students whose “country of citizenship at [the] time of application” was not the US. Of those students, 1,687 are pursuing graduate and professional degrees (https://oir.uga.edu/factbook/enrollment/S04EnrP25a/). Many of these students will be required to leave the US if they are unable to maintain a face-to-face component of their courses, jeopardizing their educational careers and their health and safety. Viruses do not respect borders, and the risk of travel from thousands of graduate students could be detrimental to containing the spread of COVID-19. We recognize that the stipulations for exemptions on student visas are outside the power of our university or the University System of Georgia, but we believe that The University System of Georgia should make it a priority to find ways to ensure that all students pursuing higher education whose visa status may be negatively impacted by online courses are protected.

Finally, we are genuinely concerned about the health and safety of ourselves, our families, and our larger university and college communities. For instance, administrators and faculty in administrative positions, who are not all medical professionals, are tasked with identifying and creating safe conditions for their staff when buildings are not made to handle social distancing. In addition, graduate students at The University of Georgia do not currently have sick or vacation leave. Thus, we are completely vulnerable to the policies set by the University System of Georgia. The US continues to set daily records for COVID-19 cases, with the health of millions at stake. We, of course, realize this is a situation that is ever-changing and may even change drastically prior to the start of the fall semester. As it stands right now, however, cases are increasing daily across the US. Thus, we strongly urge policies and support that emphasizes and prioritizes the health, safety, and well-being of all campus workers, students, and community members.

In closing, we urge your consideration of a fall semester for Georgia colleges and universities that allows opting out of in-person instruction for all instructors, removing requirements for face-to-face components for those receiving accommodations, providing additional funding and support for all graduate students, protecting international students, and making the health, safety, and well-being of all central concerns.
