Комітет міністрів Ради Європи у березні розпочав перевірку виконання рішення Європейського суду з прав людини (ЄСПЛ) у справі «Україна проти Росії» щодо Криму. Це рішення, ухвалене 25 червня 2024 року, стало першою з міждержавних справ України проти РФ, в якому суд визнав численні системні порушення прав людини на окупованому півострові, які відбуваються ще з 2014 року й тривають по сьогодні. Йдеться про порушення понад десятка прав, серед яких право на життя, свободу слова, пересування та справедливий суд, а також — заборона нелюдського поводження та дискримінації.
Нещодавно, 6 березня 2025 року, Комітет Міністрів Ради Європи ухвалив перший документ, спрямований на виконання цього рішення. Раніше українські правозахисники висловили свою позицію про те, які обов’язки може мати Росія для відновлення прав людини в окупованому Криму.
Під час заходу обговорять:
- Які існують механізми контролю за виконанням рішення ЄСПЛ щодо Криму?
- Які наслідки може мати це рішення для Росії?
- Що робить Україна, міжнародні партнери та громадськість для забезпечення імплементації цього рішення?
- Які ще справи розглядає Європейський суд з прав людини щодо РФ та чому навіть потенційні мирні угоди не можуть вплинути на їхній розгляд?
Учасники:
- Маргарита Сокоренко, Уповноважена у справах Європейського суду з прав людини;
- Володимир Яворський, програмний директор Центру громадянських свобод;
- Олександр Павліченко, виконавчий директор Української Гельсінської спілки прав людини (УГСПЛ);
- Микита Петровець, юрист Регіонального центру прав людини.
Захід відбуватиметься українською мовою, організатори забезпечують синхронний переклад англійською.

In March, the Committee of Ministers of the Council of Europe began reviewing the implementation of the judgment of European Court of Human Rights (ECHR) in the case of “Ukraine v. Russia” concerning Crimea. This judgment, issued on June 25, 2024, became the first interstate case between Ukraine and Russia in which the Court recognized multiple systemic human rights violations on the occupied peninsula. These violations have been ongoing since 2014 and continue to this day. The case addresses breaches of over a dozen rights, including the right to life, freedom of speech, freedom of movement, and fair trial, as well as the prohibition of inhuman treatment and discrimination.
Recently, on March 6, 2025, the Committee of Ministers of the Council of Europe adopted the first document aimed at implementing this ruling. Previously, Ukrainian human rights defenders outlined their position on the obligations Russia may bear in restoring human rights in occupied Crimea.
During the event, participants will discuss:
- What mechanisms exist to monitor the implementation of the ECHR decision on Crimea?
- What consequences might this decision have for Russia?
- What are Ukraine, international partners, and civil society doing to ensure its implementation?
- What other cases against Russia are currently being considered by the European Court of Human Rights, and why can even potential peace agreements not affect their review?

- Oleksandr Pavlichenko, Executive Director of the Ukrainian Helsinki Human Rights Union (UHHRU);

The event will be held in Ukrainian, with simultaneous translation into English provided by the organizers.
