Campus Police: Traffic & Parking Citation Appeal Form
NO PARKING ZONES

All areas not lined, signed, or marked for parking are no parking zones. This includes the perimeter road (Campus Road); access lanes and turnaround areas in parking areas, traffic circles; loading and unloading zones along west side of Donahue Building and west side of Frost Building; roadway to Lower J lot; walkway to Marieb Building; and along grassed areas, lawns, fields, and open areas.

OVERNIGHT PARKING

Overnight parking is not permitted on campus without prior written permission from the Campus Police Department.

SPEED LIMIT

The speed limit is 20 miles per hour on any campus roadway and 10 miles per hour in any parking lot. Speeds greater than this shall be deemed unreasonable, except when otherwise posted and for vehicles engaged in emergency work.

MOVING VIOLATIONS

Citations will be issued in accordance with the General Laws of the Commonwealth of Massachusetts.

SUMMER PARKING

Traffic rules and regulations are enforced all year, including the summer months.

TICKET APPEALS: WHAT YOU NEED TO KNOW

Appeals should be filed with the Parking Appeals Committee if a legitimate basis exists. Reasons for appeal that may NOT be considered appropriate, and will result in the appeal being denied.

Including but not limited to the following:
- Lack of knowledge of parking regulations
- Disagreement with parking regulations
- Did not see the posted parking signs
- Only parked temporarily or for a short period of time
- Could not find available parking space
- Other vehicles where parked in the same place/way
- Late to a class/meeting/appointment etc.
- Had previously parked in specific location without receiving a citation
- Inability to pay fine
- Was given incorrect information from friend/faculty/staff/department or any other source other than the HCC Campus Police
- Personal “restroom” emergency or any medical issue
- An authorized person drove your vehicle and parked illegally
- Not displaying or improperly displaying a permit

If a person is requesting an appeal based on documentation then those documents and the original citation must also be submitted along with the appeal form.

Be as clear and precise as possible because your written narrative can provide the basis for the Parking Appeals Committee to nullify an erroneously issued ticket. 

Attach any additional information to support your appeal. Please do not share any PII through this appeal form. 

PII is defined as:
Personal information, a Massachusetts resident's first name and last name or first initial and last name in combination with any one or more of the following data elements that relate to such resident: (a) Social Security number; (b) driver's license number or state-issued identification card number; or (c) financial account number, or credit or debit card number, with or without any required security code, access code, personal identification number or password, that would permit access to a resident’s financial account; provided, however, that “Personal information” shall not include information that is lawfully obtained from publicly available information, or from federal, state or local government records lawfully made available to the general public.


If the parking appeals committee denies your appeal you may follow up with either Student Affairs or Human Resources.
