To be considered, change proposals must meet three criteria:Maintain the spirit of the sport of Working Equitation.
Not in any way compromise the welfare of the horse.
Provide a level playing field (i.e., be fair) for all competitors.
Other considerations include safety of competitors, show staff, or spectators.
