C: RTI is a method that is tied to a student’s instructional response. If a student responds inadequately to core and supplemental scientifically-based instruction and intervention, the student’s inadequate response is considered a key attribute of a specific learning disability. In order to make reliable and valid decisions about a student’s Response to Intervention (RTI), the school has to demonstrate to the Bureau of Special Education (BSE) that they have an effective and sustainable multi-tiered system in place.
