Congratulations on being a Delegate to the 2022 Democratic Party of Hawai‘i's State Convention!
This form is to be completed in its entirety by any elected or automatic Delegate who has registered for the 2022 DPH State Convention and would like to be considered to be a member of one of the following 2022 Convention Committees:
Affirmative Action: Responsible to receive recommendations concerning Affirmative Actions and to finalize the 2022 Plan.
Credentials: Responsible to investigate and certify a temporary roll of delegates. The temporary roll as prepared by the Secretary of the State Central Committee will be accepted as prima-facie correct pending action by the duly appointed State Convention Credentials Committee.
(a) The Convention Credentials Committee shall hold hearings to decide a contest with due notice to the parties.
(b) The Credentials Committee shall, throughout the delegate registration period assess a member or members to the Registration Committee to verify and certify a delegate’s or an alternate’s status for seating as a delegate.
Platform: Receives proposals to amend or revise the proposed Platform and finalize the 2022 DPH Platform for the Delegates to vote on.
Resolutions: Responsible to receive resolutions. Shall have the power to format, edit, combine resolutions of similar substance, and make substantive amendments that do not alter the intent of the resolving clauses.
Rules: Responsible to receive proposals to amend or revise the Constitution and the By-laws of the Democratic Party of Hawai‘i. Shall have the power to format, edit, combine proposed rules changes, and make substantive amendments that do not alter the intent of the proposed rule addition or change.
If you were not elected as a Delegate at the February 2, 2022 District/Precinct meeting, (or appointed afterwards) or are not an Automatic Delegate to the 2022 DPH State Convention please DO NOT fill out this form.
**New for 2022**
ALL voting will be done online for the 2022 DPH State Convention.
Every applicant MUST sign an agreement to be considered for appointment. The agreement states that all applicants will:
1. Attend a training that will explain how to participate as member of their Committee and the rules established by the State Central Committee for these meetings.
2. Attend all Committee meetings, with the understanding that if they miss meetings they can be replaced by the Chair of the Party.
3. Bring the information from these meetings back to their constituents.
Please note that ALL of the meetings for Affirmative Action, Platform, Rules, and Resolutions Committees will take place using Zoom. The chat function will be enabled for those viewing to express their opinions but this function can be disabled by the Chair or Vice-chair if there is any disruptive behavior i.e. cursing, personal attacks, or any other violations of order and decorum. These meetings will be recorded and posted to the 2022 Convention YouTube channel.
Deadlines:
Initial deadline for receipt by the DPH is February 23, 2022, 5:30 p.m. Applications received after this date will be considered for any vacancies left unfilled.
Selection Process:
One needs to be a registered Delegate for the 2022 DPH State Convention to be considered for appointment.
1. Platform, Resolutions, and Rules committees shall be composed of 41 party members (including the committee chairs) who are delegates to the Convention. Interested delegates shall file an application to be considered for appointment to the convention committees by the deadline established, February 23, 2022 5:30 p.m.
2. From the applications submitted, the Party Chairperson will appoint 41 delegates to each of these committees, including at least one person from each of the recognized caucuses and from the Young Democrats; and no less than 5 members from each county. The Chairperson of each County Committee, Caucus and the Young Democrats or their single nominee shall have the first priority of appointment. The Party Chairperson will also assure that appointments to these committees reflect the proportion of votes cast for the presidential candidates. Additionally, for the Credentials and Affirmative Action committees, the Party Chairperson will appoint not more than 12 Party members who are delegates to the Convention; each committee with at least one member from each county.
3. The Party Chairperson may remove any delegate from a committee who is unable to attend the scheduled meetings of the committee or whose conduct in the committee meetings is dilatory or disruptive, in disregard of the meeting rules and/or the Constitution or Bylaws of the Democratic Party of Hawai‘i.
4. The DPH Chair, or their designee, will notify selected delegates of their appointment to a committee. Only registered Convention delegates shall actively participate and vote on the issues before the Convention committees.
