Rule: Remove the 10 person combat squad requirement, but try to respect the spirit of the requirement. (I mention this in Episode 30 that I had originally intended to make the series more challenging for myself but given that a lot of the Expanded mods have made the game dramatically harder it may not make sense to keep that restriction)
