Residential Parking Permit Program Survey
The City of Eureka is considering implementing a residential parking permit program in the
neighborhoods surrounding Eureka High School. As part of this process, we are reaching out to the
potentially affected residents to get their opinions along with information that may be used to create a
policy for the prospective program. This topic will be up for formal discussion at the next Transportation
Safety Commission meeting that will be held on October 8th at 3:30 p.m. in Council Chambers at City
Hall. Please read the following discussion on the potential residential parking permit program, then fill out the following survey by October 4th. Why is a residential parking permit program being proposed?
Due to high demand for parking near the Eureka High School campus located at Del Norte and J Streets, the City of Eureka in conjunction with Eureka High School has proposed to create residential parking zones in surrounding neighborhoods and has identified areas where student and staff parking is permissible. These zones will allow for the parking of residences only with proof of a current no-fee residential parking permit.

What is a residential parking permit program?
A residential parking permit program is a means to help provide residents with adequate curbside public parking spaces in front of or near their homes during specific time periods of the day or night. These programs are usually adopted in neighborhoods that have a high rate of non-resident parking due to nearby schools, hospitals, or other parking impact generators. Residential parking permit programs do not guarantee parking. Residents within an approved parking permit neighborhood may obtain a parking permit to display on their vehicle that will allow them to park in the restricted parking area on their neighborhood street. All vehicles registered to an address within a permit parking neighborhood are eligible for a residential parking permit.

What is the cost of the proposed residential parking permit and how would anyone obtain one?
Residents will be given permits free of charge to allow parking in this zone. There will also be two guest permits available to each residence, with additional guest permits available upon special request.
Items needed for obtaining permits-
Fill out residential parking permit application which includes: Name, address, vehicle license, make and color
Secondary verification (that matches permit address) such as: Utility bill, property tax statement, receipt of rent payment, lease/rental agreement, mortgage bill/payment

If a residential parking permit program is implemented in my neighborhood, am I required to
obtain a parking permit?
Obtaining a residential parking permit is purely optional. You may decide to obtain a parking permit which will allow you to park on the street during restricted hours, or you may decide not to obtain a parking permit and be subject to the on-street parking restrictions of the street.

How are the restrictions enforced?
The Police Department will issue citations to vehicles that are in violation of the parking restrictions.
Enforcement is made by routine police patrol.

When are the proposed time limits for restrictions?
Current proposed time restrictions in the residential parking zones from 7 am to 4 pm, except for weekends and when Eureka High School is not in session. Permits would be valid from the last week in August to the second week in June each year; new permits must be requested annually.

Can a residential parking permit program be abolished once an area has been created?
A residential parking permit program may be removed per the similar process as to which it was created. In short, the City is notified of the request to abolish the program, a petition is circulated, a survey is distributed, a public hearing is held and if successful, installed signs are removed.
