As Arab artists and cultural workers, we are writing this statement to unequivocally express our complete refusal of the inhumane response to the decades-long suffering of the Palestinian people and the ongoing genocide in Gaza, in violation of human rights and international law.
The Palestinian people in Gaza are enduring a humanitarian crisis exacerbated by a 16-year illegal blockade. International humanitarian organizations have repeatedly referred to Gaza as the world's largest “open-air prison,” where the lack of access to basic services like clean water and electricity compounds the suffering.
We declare our unwavering support and solidarity with the Palestinians in Gaza and elsewhere in historic Palestine and the diaspora, and affirm the Palestinian right to resist apartheid, settler colonialism, occupation, and ethnic cleansing.
This statement is mainly addressed to foreign cultural institutions and their respective diplomatic missions in our cities, especially France, UK, USA, and Japan who vetoed the resolution proposed at the UN Security Council for a humanitarian ceasefire in Gaza. We further extend this statement to hold accountable the German institutions for their complicit role of constant censorship, award cancellations, silencing and suppression of Palestinian voices and those demonstrating solidarity with Palestinians in both the media and in public spaces. We are deeply concerned about the repercussions of such silencing on freedom of speech and expression, as well as safety. We feel betrayed by the total disregard for human loss and the subsequent inaction shown by European and North American institutions actively working in the SWANA region.
Arts and culture are never neutral. They are inherently political. It is imperative that cultural institutions act more consciously and responsibly with regard to (neo)colonial politics and discourses. In the age of information, it is inexcusable to adopt this manner of willful ignorance and lack of accountability. Silence is complicity. It enables the dehumanization of the Palestinians.
The universal values of justice, freedom and dignity supposedly upheld and promoted by various Western artistic and cultural institutions have proven to be merely empty platitudes that cannot be applied in the face of a lived reality of the genocide in Gaza. We are angry and devastated as we question the levels of acquiescence against oppression and systemic violence maintained by the same institutions.
How can we maintain our working relationships with institutions and foundations that consistently fail to acknowledge the basic right for self-determination? How can we trust institutions and their respective governments who collectively disagree with basic humane actions in the face of an ongoing massacre of innocent civilians? How can we accept your full support for war crimes, mass displacement, and the genocide of Palestinian people?
The level of conformity and complicity that we have witnessed over the past few days alone is beyond comprehension. It reveals the policies and values which are deeply rooted in colonial legacies, white supremacy and racism. We will not accept it and we will not stand by in silence.

نحن الفنانين والفنانات والعاملين والعاملات بالمجال الثقافي من الوطن العربي، نكتب هذا البيان للتعبير عن رفضنا الكامل والحازم للرد الغير إنساني على معاناة الشعب الفلسطيني التي دامت عقودًا والإبادة الجماعية المستمرة في غزة، بما فيه انتهاك لحقوق الإنسان والقانون الدولي.
يعاني الشعب الفلسطيني في غزة من أزمة إنسانية تفاقمت بسبب الحصار غير القانوني المستمر منذ ١٦ عامًا. وقد أشارت المنظمات الإنسانية الدولية مراراً وتكراراً إلى غزة باعتبارها "السجن المفتوح" الأكبر في العالم، حيث يؤدي عدم القدرة على الوصول إلى الخدمات الأساسية مثل المياه النظيفة والكهرباء إلى تفاقم المعاناة.
نعلن دعمنا وتضامننا المطلق مع الشعب الفلسطيني في غزة وفي أراضي فلسطين التاريخية والشتات، ونؤكد حق الفلسطينيين في مقاومة الفصل العنصري والاستعمار الاستيطاني والاحتلال والتطهير العرقي.
هذا البيان موجه بشكل رئيسي إلى المؤسسات الثقافية الأجنبية وبعثاتها الدبلوماسية في المدن العربية، وخاصة التابعة لفرنسا والمملكة المتحدة والولايات المتحدة الأمريكية واليابان، الدول التي استخدمت حق النقض ضد مشروع القرار المقترح في مجلس الأمن الدولي التابع للأمم المتحدة لوقف إطلاق النار الإنساني في غزة. ونضيف أيضًا إلى هذا البيان محاسبة المؤسسات الألمانية على دورها المتواطئ في التعتيم المستمر وإلغاء الجوائز وإسكات وقمع أصوات الفلسطينيين وأولئك الذين يتضامنون مع الفلسطينيين في كل من وسائل الإعلام وفي الأماكن العامة. نحن نعلن تخوفنا الشديد تجاه تداعيات هذا الإسكات على حرية الرأي والتعبير وكذلك على سلامة الأفراد. نشعر بالخيانة بسبب التجاهل التام للخسائر البشرية والتقاعس اللاحق الذي أظهرته المؤسسات الأوروبية والأمريكية التي تعمل بصورة نشطة في منطقة شمال أفريقيا والشرق الأوسط.
إن الفنون والثقافة ليست محايدة أبدًا، وهي سياسية بطبيعتها. ومن الضروري أن تتصرف المؤسسات الثقافية بوعي ومسؤولية أكبر فيما يتعلق بالسياسات والخطابات النيو استعمارية. فمن غير المبرر تبني هذا النهج من الجهل المتعمد وغياب المساءلة في ظل عصر المعلومات. الصمت تواطؤ. فهو يجعل تجريد الفلسطينيين من حقوقهم الإنسانية مباحًا.
إن القيم العالمية للعدالة والحرية والكرامة، التي تدعي مختلف المؤسسات الفنية والثقافية الغربية دعمها والترويج لها، أثبتت أنها مجرد مسميات فارغة لا يتم تطبيقها في مواجهة الواقع المعاش للإبادة الجماعية في غزة. نشعر بالغضب والقهر ونتساءل عن مستويات الإذعان ضد القمع والعنف الممنهج الذي تمارسه المؤسسات ذاتها.
كيف يمكننا الحفاظ على علاقات العمل مع المؤسسات الثقافية التي تفشل باستمرار في الاعتراف بالحق الأساسي في الحكم الذاتي؟ كيف يمكننا أن نثق بالمؤسسات وحكوماتها التي تختلف بشكل جماعي مع الإجراءات الإنسانية الأساسية في مواجهة مذبحة مستمرة لمدنيين أبرياء؟ كيف يمكننا قبول دعمكم الكامل لجرائم الحرب والتهجير الجماعي والإبادة الجماعية للشعب الفلسطيني؟
إن مستوى الامتثال والتواطؤ الذي شهدناه خلال الأيام القليلة الماضية وحدها يتجاوز الإدراك. إنه يكشف السياسات والقيم المتجذرة بعمق في الموروثات الاستعمارية والسيادة البيضاء والعنصرية. ببساطة، نحن لا نقبل ذلك، ولن نقف ونشاهد في صمت.
