A futuristic strategy would be channelling global taxes towards targeted problem solving. Implementing a deterministic method of working solely as per peoples' suggestions could be detrimental. However, aggregating individual recommendations would be useful in creating policies and such a need-based would help create a need-based approach to progress.

On the other hand, we could only be measuring new requirements and over-investment into a suggested area resulting in other areas being overlooked could be disastrous (finding similarity to the dark energy concept which we are yet unaware of, there are areas of government investment which would be necessary even without major public recommendations).
