What does the term "racism' mean?
I ask about two primary definitions of racism here:

"Discrimination on the basis of race" means that any discriminative action taken due to race would be considered a "racist" act.

"Prejudice plus power" means that any discriminative action taken by those in power on the basis of race would be considered a "racist" act. This would not apply to discriminative actions taken by those who are *not* in power.
