反對通過草圖S/K10/URA1/1［即市建局啓德道／沙浦道重建計劃(KC-015)］
致城規會各委員:
我們是一群香港市民。我們都很關心香港的城市發展和土地分配公義問題。隨著沙中線的發展，我們知道九龍城區將會有一系列地產相關的大轉變。九龍城舊區向來特色多，既有城寨遺址，又有著名的小泰國，每年少不了泰國的潑水節等特色節日。我們知道許多泰國裔香港人在九龍城經營小生意，或者泰裔的打工仔在九龍城這個充滿同鄉、親友網絡的地方落腳，互相照應。同時，亦知道有許多家庭在九龍城區紥根多年，亦有許多小本經營的店舖營生多年。更甚者，有許多業務無法在新的建築條例下輕易復業的小生意，例如車房，是將來很難在同區復業的。往日在深水埗，今日在土瓜灣重建區，都見到車房街坊復業的艱難。
因此，當今年二月知道市區重建局公佈啟德道／沙浦道的重建項目時，我們都很為九龍城的街坊感到焦慮。
規劃理應為民，不能對街坊的死活置諸不理，我們懇請城規會，在市建局能承諾做到以下的措施前，請勿通過草圖S/K10/URA1/1［即市建局啓德道／沙浦道重建計劃(KC-015)］：
1) 原區安置有需要的業主,最好能做到原區樓換樓(不一定要是原址,因為原址就要等不知多少年)；
2) 租戶的街坊，理應安置去附近的公屋；
3) 市建局在未來很有可能還有九龍城的項目，目前九龍東，市建局並未興建過一楝安置大廈。我們認為，市建局應規劃在九龍城區建安置大廈以安置將來的重建街坊；
4) 商戶理應獲［原區舖換舖］的安排，讓他們多年經營的生意脈絡不會［一舖清袋從頭來過］;
5) 市建局應盡一切能力，保障九龍城區的泰國社群特色和人際網絡不被破壞。
總而言之，就是各種實在地令到居民和商戶可以免去受重建過大衝擊和損害的方法。

Against the approval of draft S/K10/URA1/1(Kai Tak Road / Sa Po Road Development Scheme KC-015)
Members of the Town Planning Board,
We are citizens of Hong Kong who are concerned with urban development, land distribution and land justice of Hong Kong. Following the development of Shantin-central extension line, we are aware of the changes in the real estate development in Kowloon city district. Kowloon city is a historical district with strong local characteristics where the ruin of the Kowloon wall city and the well-known “little Thailand” are located. One of such characteristics is the yearly songkran water festival. We know that many Thai in Hong Kong are running their businesses in Kowloon city or are settling in the area because of family and societal connections with which they could seek mutual help. There are also many more local families and small businesses that are rooted in KL city for many years. Some form of business, such as car repairs, will have difficulties resettling in the same districts when they are facing urban redevelopment due to the new restrictions under the Building Ordinance. We had known such cases in Sham Shui Po and are now witnessing a similar situation in To Kwa Wan.
When URA announced Kai Tak Road / Sa Po Road Development Scheme, we feel anxious for the communities of Kowloon city.
Urban planning should be made for the resident’s livelihood. We urge The Urban planning council to withhold the approval of draft S/K10/URA1/1 until URA could implement certain measures for the community.
1. To arranger same area relocation to owner-occupiers, preferably, URA should arrange house-to-house relocation in the same area. (Not the same site, because these residents would have to wait for many years.)
2. To relocate tenants in nearby public housing.
3. To plan and build relocation housing in Kowloon city for the residents in future redevelopment project. Currently, there are no relocation housing in east Kowloon and it is certain that there are more redevelopment projects in KL city.
4.To resettle small businesses in the same area with a “shop to shop” relocation arrangement . It is to ensure that they will not be derooted from their established business networks.
5. To preserve thai community and their social network in KL city.
These measures would be able to reduce the impact and destruction of urban redevelopment to local residents and businesses.
A group of citizens who are concerned with the future of Kowloon city.

เราเป็นพลเมืองฮ่องกงที่เกี่ยวข้องกับการพัฒนาเมืองการกระจายที่ดินและความยุติธรรมในฮ่องกง หลังจากพัฒนาส่วนต่อขยายของ Shantin-central เราตระหนักถึงการเปลี่ยนแปลงในการพัฒนาอสังหาริมทรัพย์ในพื้นที่เกาลูน เกาลูนเป็นเขตประวัติศาสตร์ท้องถิ่นที่มีซากปรักหักพังของกำแพงเมืองเกาลูนและเมืองเล็ก ๆ ที่มีชื่อเสียง หนึ่งในนั้นคือเทศกาลน้ำสงกรานต์ประจำปี
เรารู้ว่าคนไทยจำนวนมากในฮ่องกงกำลังทำธุรกิจในเมืองเกาลูนหรือตั้งรกรากอยู่ในพื้นที่เนื่องจากมีความสัมพันธ์ทางครอบครัวและสังคมที่พวกเขาสามารถขอความช่วยเหลือซึ่งกันและกัน นอกจากนี้ยังมีครอบครัวท้องถิ่นและธุรกิจขนาดเล็กอื่น ๆ อีกมากมายที่ฝังรากอยู่ในเมือง KL มาหลายปี ธุรกิจรูปแบบบางอย่างเช่นการซ่อมรถยนต์จะมีปัญหาในการโยกย้ายในเขตเดียวกันเมื่อพวกเขากำลังเผชิญกับการพัฒนาเมืองใหม่เนื่องจากข้อ จำกัด ใหม่ภายใต้กฎหมายอาคาร

1. เพื่อจัดการการย้ายถิ่นในพื้นที่เดียวกันให้กับผู้อยู่อาศัยโดยเฉพาะอย่างยิ่ง URA ควรจัดให้มีการย้ายถิ่นแบบตัวต่อตัวในพื้นที่เดียวกัน (ไม่ใช่พื้นที่เดียวกันเพราะผู้อยู่อาศัยเหล่านี้จะต้องรอเป็นเวลาหลายปี)
2. เพื่อย้ายผู้เช่าในอาคารสาธารณะใกล้เคียง
3. เพื่อวางแผนและสร้างบ้านที่ย้ายไปอยู่ที่เกาลูนเพื่อผู้พักอาศัยในอนาคตของโครงการพัฒนาขื้นใหม่ปัจจุบันไม่มีที่อยู่อาศัยสำหรับย้ายที่อยู่ในเกาลูนตะวันออกและมีโครงการพัฒนาที่แน่นอนใน KL City
4. เพื่อย้ายธุรกิจขนาดเล็กในพื้นที่เดียวกันอีกครั้งโดยการจัดตำแหน่งการย้ายตำแหน่ง "shop to shop" เพื่อให้แน่ใจว่าพวกเขาจะไม่ถูกแยกออกจากเครือข่ายธุรกิจที่จัดตั้งขึ้น
5. เพื่อรักษาชุมชนไทยและเครือข่ายสังคมในเมืองเกาลูน
