Public Notice - Solid Waste Management Plan
PURPOSE OF NOTICE: To seek public comment on a proposed minor permit amendment that explains the Rappahannock Regional Solid Waste Management Board (R-Board) Solid Waste Management Plan (SWMP).
PUBLIC COMMENT PERIOD: July 6, 2020 through August 4, 2020.
PERMIT NAME AND NUMBER: Virginia Solid Waste Permit No. 589 issued by the Virginia Department of Environmental Quality (DEQ).
APPLICANT NAME AND ADDRESS: Rappahannock Regional Solid Waste Management Board (R-Board), 489 Eskimo Hill Rd., Stafford, VA.  22554
PROJECT DESCRIPTION: The R-Board has produced a draft copy of its SWMP which is required to be updated every 20 years and reviewed every 5 years.  The SWMP is the plan that the R-Board intends to follow taking into consideration projected population growth, projected waste flow, composting, recycling, and outreach education.
PRELIMINARY AND FINAL PLAN DECISION PROCEDURES:  The R-Board preliminary decision is to approve the SWMP. Based on comments received on the draft SWMP, the R-Board may make a final decision on the plan, or hold a public hearing on the draft plan, in which case, the R-Board would make the final decision on the plan.
HOW TO COMMENT AND/OR REQUEST A PUBLIC HEARING: The R-Board accepts comments and requests for public hearing by hand-delivery, e-mail, fax or postal mail. All comments and requests must be in writing and be received by the R-Board during the comment period. Submittals must include the name, mailing address and telephone number of the commenter/requester and of all persons represented by the commenter/requester. A request for public hearing must also include: 1) the name and permit number for which the public hearing is requested; 2) the reason why a public hearing is requested; 3) a brief, informal statement regarding the nature and extent of the interest of the requestor or of those represented by the requestor, including how and to what extent such interest would be directly and adversely affected by the plan; and 4) specific references, where possible, to terms and conditions of the plan with suggested revisions. A public hearing may be held, including another comment period, if public response is significant, based on individual requests for a public hearing, and there are substantial, disputed issues relevant to the permit.
