2023/2024 McGowen PTA Executive Board Interest Form
What is required to serve on the McGowen Elementary PTA Board?
 - No previous experience is necessary. Trainings and support are available to you regardless of your previous experience!
 - A Desire to Make a Difference. Share your talents, creativity, ideas and desire to make a difference for our McGowen Maverick students, staff, families, and community.
 - Training Attend the Texas PTA Launch Event (depending on your position) and take an online training offered by the Texas PTA.
 - Time! 
  • PTA Board Meetings are once a month per month during the school year on a weekday, usually lasting about 1 1/2 hours
  • PTA Board members must be available to attend and volunteer at McGowen PTA events. You should be willing to be available to support other Board Members as a team at PTA functions where needed.
  • All PTA Board members should complete and pass an annual MISD background check to help on campus.

Important Things to Know About Serving on the PTA Board
  • PTA works as a team. You have support from other board members, the general membership, and previous board members to help you succeed!
  • PTA welcomes fresh ideas tailored to our school's needs.
  • Commitment is a big part of being on the PTA board.
  • You should be willing to learn as much about your position as possible in order to properly execute your duties.
  • PTA (State and National) have a vast amount of resources at your disposal to support you as a board member.

Required
President
The President serves as the presiding officer of the PTA and presides over the Executive Board and General Membership meetings. It is the President's responsibility to be well prepared. The President distributes all materials to the appropriate officer or committee chair.

Things to know about this position:
  • Take the required and recommended training.
  • Talk with the outgoing President and set a date for a formal transition of records.
  • Ensure Executive Board members have met with their predecessors to receive relevant information and completed required training.
  • Meet with the Principal to discuss calendar for upcoming year as well as campus goals and needs.
  • Prepare written agendas and preside at all General and Executive Board meetings.
  • Work with Executive Board members to help them meet their goals and required duties.
  • Foster an environment of open communication among all Executive Board members.
  • Serve as an ex-officio member of all committees, excluding the Nominating Committee and Financial Reconciliation Committee.

Membership VP
Since we are a membership association, our voice is only as strong as the number of members we can recruit. This means that the Membership Chair is a vital role in the PTA. The Membership Chair's primary responsibility is to show the community why they should join PTA. 

Things to Know for this Position:
  • Take the required and recommended training courses.
  •  Read the PTA Membership goals and make a plan to reach as many as possible.
  • Provide a membership packet/information to be provided to new student that may join throughout the year.
  • Utilize the Digital Roster, Dues and Membership Cards link to submit your membership electronically.
  • Work with a committee to develop a plan to accomplish your membership goals.
  • Submit member information and dues to Texas PTA monthly (as needed).
  • Recruit new memberships throughout the year.
  • Help develop membership packages.
  • Coordinate membership drive to recruit new members and meet membership award goals.
  • Attend all Board and General meetings.
  • Support other Board Members at PTA events.

Fundraising VP
The primary emphasis of the PTA must be on promoting the PTA mission, vision and purpose - not fundraising. It's how the fundraising is done that is important. Fundraising events must reflect the high principles of the association, be educational, social or have recreational value.

Things to Know for this Position:
  • Take the required and recommended training courses.
  • Determine and research fundraisers for the PTA.
  • Report all income, expenses and profit from the fundraising event to the Executive Board and General Membership at meetings following event.
  • Coordinate and work with a committee for fundraising events.
  • Attend all Executive Board and General membership meetings.

Family Programs VP
The Family Programs chair responsibility primarily focuses on organizing and presenting programs to empower, educate, and engage families. In addition, their role focuses on the interaction between parents, school staff, student and other community members. This chair also serves as an ambassador in regard to health and safety related issues.

Things to know for this position:
  • Take required and recommended training courses.
  • Identify needs/goals  by surveying staff and parents.
  • Explore possibilities and define the scope of the program by considering available resources
  • Create opportunities for parent engagement and education that fit your local needs.
  • Become familiar with Texas PTA's Connect Program and Facilitators Guide.
  • Provide Year-round programming to establish the PTA's focus on family engagement.
  • Attend all General and Executive Board meetings.

Communications VP
The Communications Chair is responsible for ensuring that the members and school community are informed of PTA activities/information. This includes marketing for the PTA, using flyers, website, the newsletter and social media. The Communication Chair is the advocate for the PTA in the community, telling the PTA story.

Things to know for this Position:
  • Take the required and recommended training courses.
  • Communicate relevant information in a timely, regular manner.
  • Keep website and /or social media posts current.
  • Work with the community and school administration to promote PTA, its activities, and sponsored events.
  • Create flyers/publicity for PTA events (as required).
  • Create and send PTA newsletter to members.
  • Keep PTA bulletin board updated with current events.
  • Attend all General and Executive Board Meetings.
*McGowen PTA currently uses Mail Chimp and Canva. Knowledge in these programs is helpful but we are willing to teach you.

Volunteer VP
The Volunteer Chair accepts the responsibility to coordinate volunteers for PTA events. They should be informed on school policies (Volunteer) and the volunteer program. It is vital  that the Volunteer Chair enjoy spending time with people and have a positive attitude toward parental involvement. they must be be able to find areas to connect the community in the areas in the school and the PTA where they are most needed.

Things to know for this Position:
  • Take all required and recommended training courses.
  • Work with school staff and the community to ensure a successful volunteer program.
  • Define your school's needs by meeting with the principal and PTA President for their input.
  • Recruit volunteers with a variety of skills and backgrounds.
  • Host orientation and training for volunteers and staff.
  • Recognize volunteers for their contributions throughout the year.
  • Promote good relations between the school and community.
  • Help Executive Board members with events by filling volunteer needs.
  • Attend all General and Executive Board Meetings.

Treasurer
A PTA Treasurer is the custodian of PTA funds. A PTA Treasurer is the chair of Budget and Finance.

Things to Know for this Position:
  • Take the required and recommended training courses.
  • Ensure a budget, approved by the Membership, is in place and up to date at all times.
  • Ensure all cash funds are counted and documented with a Deposit Form.
  • Make disbursements in accordance  with the budget and verify that each transaction is accompanied by a PTA Funds Request Form and the necessary back up documentation.
  • Keep an accurate, detailed account of all monies received and disbursed.
  • Present a Financial Report and provide a Budget vs Actual Report at all General and Board Meetings.
  • Reconcile monthly bank statements as soon as received from the assigned non-signer reviewer. 
  • File Sales Tax Returns to Texas Comptroller as required (annually, quarterly or monthly).
  • Electronically file the appropriate IRS Form 990 within 60 days of the fiscal year.
  • Submit all required items to the Financial Reconciliation Committee promptly at the end of the fiscal year.
  • Make timely deposits to PTA bank account.
  • Be an authorized signer or the PTA bank account.
  • Propose budget amendments as necessary.
  • Coordinate with the Membership Chair to submit membership dues to Texas PTA.
  • Support other board members during events.
  • Attend all Board and General meetings.

Parliamentarian
The Parliamentarian is an Executive Board member who advises the chair and acts as a consultant for the other officers on parliamentary procedure. The Parliamentarian's role during a meeting is strictly advisory, as by parliamentary law, only the chair has the authority to rule on questions of order.

Things to Know for this Position:
  • Take the required and recommended training courses.
  • Become familiar with National and Texas PTA resources.
  • Become familiar with the governing documents of the association: bylaws, standing rules, policies and parliamentary authority.
  • Bring resources and materials (governing documents, ballots, ballot box, pens/pencils, blank teller's report forms) to the meetings when necessary.
  • Advise the chair, when requested, on parliamentary procedure.
  • Has the same duty of impartiality as the chair and therefore, does not make motions, particularly in debate, or vote on any questions except when by ballot.
  • Speak only at the request or with the permission of the chair.
  • Maintain a copy of and be familiar with the governing documents and bring them to every meeting.
  • Notify the chair of any errors in procedure that may affect the proceedings as quickly and as respectfully as possible.
  • Support other Board Members during PTA events.
  • Attend all Board and General Meetings.

Secretary
The Secretary is a critical position on the PTA Executive Board. It is one of two required positions required by law for an association in Texas. The PTA Secretary is responsible for keeping accurate records of the proceedings of the association, including completing records of members and leaders and sending communications on behalf of the Executive Board.

Things to know for this position:
  • Take the recommended and required training courses.
  • Maintain records in compliance with the PTA's record retention policy.
  • Access the Texas PTA Training Completion Record to ensure that all Executive Board members have completed the appropriate training.
  • Record all minutes for all business transacted during each Executive Board and General meeting.
  • Assist the President in establishing a quorum and maintaining roll for meetings.
  • Call meetings to order in the absence of the President and Vice President(s) and preside until the membership elects a temporary chair.
  • Attend all General and Executive Board meetings.
  • Support other Executive Board members at their events.
  • Maintain a procedure book for your position, including all minutes, reports, and other pertinent details.

Yearbook
The Yearbook Chair coordinates and compiles the yearbook.

Thing to know for this position:
  • Take any recommended or required training courses.
  • Work with other Board Members and staff to coordinate yearbook completion.
  • Be available to take pictures at all school activities.
  • Set up Google Photos to collect and organize photos submitted.
  • Publicize yearbook sales in a timely manner.
  • Coordinate and publicize 5th Grade dedications.
  • Work with yearbook publishing company to ensure all deadlines for completion and ordering are met.
  • Work with committee to deliver yearbooks in May.
  • Attend all General and Executive Board meetings.
  • Support other Executive Board members at their events.
  • Maintain a procedure book for your position.

Workroom Coordinator
The Workroom Coordinator works to compile and coordinate the parent volunteers for the workroom. This includes training and filling in as necessary.

Thing to know for this position:
  • Take any recommended or required training courses.
  • Become familiar with copy machine, lamina-tor, etc.
  • Be up to date on all processes for copies/lamination and distributions to staff mailboxes.
  • Train all copy room volunteers and answer any questions throughout the year.
  • Organize sign-up for copy room volunteers.
  • Attend all General and Executive Board meetings.
  • Support other Executive Board members at their events.
  • Maintain a procedure book for your position.
