Eligibility Guidelines Committee (EGC) -

The EGC is made up of just over 150 eligible voting members. In contrast, the EAB (Eligibility Advisory Board) has over 500 eligible voting members. The EAB handles initial Hardship Appeals.

The EGC is our most exclusive eligibility voting group. Each Member Organization may assign one leader to vote on the EGC. Organizations send 3 or more boys & 3 or more girls teams to an event are able to assign two voters. Teams with more than 7 total teams to one NCHBC Event may also assign two voters.

If you are a head coach feel free to vote, however, if your AD votes and your organization only gets one vote the AD's vote will be the one counted.

EGC is predominately made up of the Athletic & Program Directors. 

This committee handles our highest profile cases, too close-to-call EAB votes, contradictory EAB votes, implementing mandated EAB policies, necessary disciplinary action votes, and more.

When the NCHC sends an EAB or EGC vote, it is not an endorsement or judgment on the appeal.

This process is designed to fairly work with leaders, families, and teams to ensure NCHC guidelines represent the organization's part of our association.

For a subject to be taken to vote, we just need a member organization leader to request a vote.

We believe that the association member coaches and leaders represent those who must compete against the hardships approved and, as such, should be the ones approving them; once a precedent is set by the EAB/EGC to approve a hardship situation, we no longer bring those situations to vote that season.

RESULTS- Stay with Current Policy (Year 2)- Over 55% of vote chose to remain in Year 2 of this policy- #1- EGC Vote 2024-25 Season: HomeSchool to HomeSchool Upperclassmen Transfer Policy.

It is worth noting that numerous new organizations were formed and had many teams; none of these new organizations were impacted in a way that required any homeschool-to-homeschool transfer to have a sitting period.

Year 3- 
Year 3 (2024-25) No sitting period if a team has 4 or fewer combined NCHBC 2024 Participants  (this includes upperclassmen transfers who have been homeschooled for two consecutive years, regardless of who they played for). Players must meet all other eligibility requirements including transferring before the season begins

  • HomeSchool to HomeSchool Transfers (2023-24 season)– This is Year 2 of a four-year implementation plan. Guidelines: No sitting period if a team has five or fewer combined upperclassmen homeschool transfers from NCHBC 2023 Participants. This policy includes players who have been homeschooled from the start of the year to the end of the year for two consecutive years (regardless of who they played for.) Players must meet all other eligibility requirements including transferring before the season begins.
  • Transfer From School on non-NCHBC 2023 HomeSchool team: Incoming Juniors– Attended Previous School as Sophomore- Not eligible to compete in games until November 23rd. Players who attended school as a Sophomore and transferred to a HomeSchool team before the team’s first game** are not eligible to play until November 23rd. Permitted to practice & scrimmage with their program while sitting out.
  • Transfer From School on non-NCHBC 2023 HomeSchool team: Incoming Seniors– Attended Previous School as Junior-  Not eligible to compete in games until January 1st– Players who attended school as a Junior and transfer to a HomeSchool team before the team’s first game* are not eligible to play until January 1st. Permitted to practice & scrimmage with their program while sitting out.
  • Senior at Brick & Mortar School– Automatic denial. No player who has attended school as a senior has eligibility left to compete in games within HomeSchool Athletics.
  • In-season upperclassmen transfers. A zero-tolerance policy on in-season upperclassmen transfers. Automatic denial with no ability to appeal to EAB; any appeals would be sent to the eligibility guidelines committee (EGC).

Clarification: Student-athlete transfer classifications are based on the student’s grade at the school or team they are transferring from. ie: If the student was a Junior at their previous school/team, they are considered an incoming Senior; if they “reclassify,” they are still treated as an incoming Senior in terms of the following rules. These rules are based on off-season transfers. See above for the In-Season upperclassmen transfer policy.

**First regular-season game of the season.

  • *Upperclassmen Transfer Waiting Period Waiver Request: If a team has only TWO upperclassman transfer, the family may request a hardship exemption (Hardship Form ). In late September to early October, the NCHBC will review all such hardships and respond based on past EAB Precedent for situations with only TWO upperclassmen transfers.
  • Practice: Players are permitted to practice & scrimmage with their program while “sitting out.”
  • 16u: If a player is 16 & under, they would be able to play on the program’s 16u team while they were sitting out.
  • Group Transfers: If a team has more than three players with upperclassmen transfers who were not HomeSchooled the previous year, the players could be considered as a group, and the EAB or NCHC Committee would have the right to include waiting periods for freshman and sophomores transfers and possibly increase Juniors waiting period. This clause is designed to stop programs from wholesale recruiting players from private and public schools.

As in all NCHBC guidelines, players have the right to request a Hardship Exemption

APPROVED by over 2/3 majority of voters// #2- Ceremony Participation-- A Member Organization has a player who competed all season until last weekend when they were notified the player had participated in a ceremony with a cap and gown. The team sat the player, contacted the NCHC, and has been working through the process. This week a team completed the Eligibility Verification Request on this team and situation. 

Below is a message from the family and below that are the posted Guidelines for both Graduation & Coop Ceremony. 

"First and foremost, I would like to let you know that we did not disclose (our child's) participation in the (coop) ceremony (participation) as we felt we were abiding by the guidelines.  To start, I would like to acknowledge that we have been playing basketball for many years.  We have two older (children) and two younger children involved in basketball as well.  We have been attending regionals and nationals for almost a decade and have seen many kids super senior over the years.  When allowing (our student) to walk in (their) co-op’s ceremony, we had full intentions of continuing (their) education at home, as we felt requirements set forth by us were not met.  Having graduated two (children) already, we felt (our student) lacked in several areas to be successful in college.  In preparation, we wanted (them) to continue to play basketball while finishing (their) last year of schooling. 
   (Their) co-op offers a “graduation” ceremony for those that have met requirements for THEIR program. The co-op specifically outlines courses required to graduate from the co-op, but leaves actual high school graduation in the hands of the parents. The handbook states, “As such, only minimum standards are set forth, while the parent determines all other requirements.”  The co-op does not decide if a diploma is issued.  The co-op also states, “ Homeschool parents are free to graduate their children as they see fit.” While (student) did meet stringent guidelines, the co-op cannot confer graduation, only the parent can.  Instead of a diploma, (student) received a course completion at the ceremony.  Although some students choose to use the ceremony to celebrate their high school graduation, we used the ceremony to allow (our child) to walk and complete the requirements of the co-op and graduate from their program, but not from high school.  We took measures to ensure (student) could continue basketball by not issuing (them) a diploma, proceeding with home school classes, and registering (student) with (team name removed) as a junior last year. We issued (student) a course completion certificate signed and dated on the ceremony date... We did not have a formal “graduation” for (student) and did not post or send out information on social media, unlike what we did with our older (children.)  (Student) was in the pamphlet issued by the co-op which stated graduation ceremony for the co-op, however, (student's) individual page does not have anything written to insinuate a high school graduation. It was my mistake for not adding under (student's) picture the words "course completion", which I did not realize it was an issue since we issued (student) a course completion and not a diploma."

Graduation Ceremony Participation: A player already participating in a graduation ceremony is not eligible to participate in NCHC events.Coop Ceremony Participation: Student-athlete(s) who are not graduating but are participating in ceremonies to celebrate the completion of their classes in a homeschool coop. If these individuals receive a diploma, they are not eligible. If they are only receiving a “Certificate of Completion” for that specific homeschool coop, student-athlete(s) may wear a cap and gown for this ceremony as long as it is announced at the ceremony and in the ceremony program that the designated student(s) will be receiving a “Certificate of Completion” on that day. Announcing the student’s graduation year during this is extremely helpful. Students or family members posting photos on social media must specify the year the student graduates to avoid confusion or being required to sit out. Updated 8/7/23-Pre-Approval is no longer necessary based on a vote stating pre-approval is unnecessary if a player meets all the posted requirements. Please note if a player does not seek pre-approval and is reported as a graduate with proof, they will be required to sit while the family & coach are contacted. The organization involved provided NCHC with a copy of the certificate of completion and last year's team roster listing our student as a junior. So as to clarify our intent was never to graduate our student last year, but this year in 2024-25

EGC Members- Please vote on this situation

RESULTS-  DENIED by over 2/3 of voters- #3- Ineligible Player on Team-- A NCHBC Member completed a Eligibility Verification Form on a player who has graduated and does not live at home with parents. The organization confirmed the former student had graduated, and contested that they lived at home, not out on their own, the information provided by two different leaders confirmed that the original report was accurate the NCHC sent the following email to the team with the ineligible player.


"(name removed), the information provided here confirms the report that was sent in the sense that the NCHCLive.com/guidelines state:

Live at Home with Parents: A player must live at home with his/her parent or court-appointed legal guardian. In the case of foster children or other family hardships, an organization can seek NCHC Pre-Approval* from the person legally responsible person. To gain NCHC Pre-approval, the 1st step in these situations is to fill out a Hardship Request.

Additionally, (name removed of leader) confirmed on February 1st that (name removed) has graduated. 

 (Name removed of leader) mentioned the team was leaning toward playing as a provisional approval (USA), meaning that you can not eliminate a team from championship contention at Regionals or the top bracket of the division in which you are placed. Even without (this player), this will be the only way it makes sense for the NCHBC to have (Team Name & gender removed) this year, as the team has not been eligible due to the use of a graduated player who no longer meets the living-at-home with parents requirement."

The head coach has recently requested a hardship and that the team be able to have the USA label removed

"(Player) has diploma. But still meets age requirements... Not necessarily looking for (player) to play in (post-season) but would like to have the USA tag removed."

EGC Members- Please vote on this situation

RESULTS-  DENIED by over 55% of voters- #4- Dual Roster, within the same age group-- An NCHBC Member Requested that their team be able to dual roster players within the same age group. Our current policy prohibits dual rostering within the same age group. There are numerous reasons for this, most of which are addressed in the below request from the A.D. One of the reasons we have never allowed dual rostering within the same age group is that games within age groups are generally scheduled during the same time block.

Below is a message from the AD with their request.

"Our (Organization Name Removed) has (more than 4) seniors that have missed out on playing at the 16U and 18U level the last few years  due to our program playing at a Top 10 level nationally for the last 3 years.  We decided to compete a  2nd team this year with these 5 seniors and 3 or 4 younger guys.  They have struggled to be competitive in all games this  and have lost most of their games by more than 25 points (3 wins total).  These seniors have been in our program since they were in middle school.  They would like the opportunity to sit on the bench with our  “Varsity” team during regionals and nationals and when the game is out of reach (good or bad) they would like to be able to play for our Varsity team.  (Organization Name Removed) would only play these players during the "Varsity" game if the lead was greater than 20 points and in the 4th quarter.  Our 2nd team would never be playing in the same division and each of the players opting into the 2nd team will make the 2nd team their primary team."

 The EAB exists because we at the NCHC believe that the teams attending our events should have a say in the eligibility standards. Over the years, some clear precedent has been set; this precedent allows the Executive Committee to approve or deny almost all hardship exemptions without taking it to the EAB. With that said, we always have unique situations and bring these to the EAB for a vote. Also, if a hardship is denied (based on past precedent), the program has the ability to appeal the denial to the EAB.

 The Executive Committee’s role in eligibility is to be the gatekeeper for NCHC Events and to uphold the eligibility guidelines that the EAB has set. Over the years, the EAB has adjusted, added, and even removed specific eligibility guidelines and ruled on hundreds of EAB hardship situations & appeals.

 The bottom line is the programs that attend NCHC events clearly believe that Eligibility is the #1 threat in HomeSchool Sports. We agree; we have seen firsthand how destructive ineligible teams can be. We stand with our programs and believe that nothing can ruin a parent, player, coach, or fan experience more than to have ineligible teams at our NCHC HomeSchool Events, so we strive to be consistent and fair.

 With that said, the Executive Committee fully understands that the landscape of HomeSchool Athletics is constantly changing, and there are always unique situations. Amid this ever-changing landscape within HomeSchool Sports, it is our job, collectively, to protect the reputation of HomeSchool Athletics. HomeSchool Coaches, Directors, & Administrators are encouraged to take an active role/voice in influencing their association's rules and policies.

 Ultimately, we at the NCHC believe everyone’s opinion is essential to our post-season events; we want to make sure our rules and policies reflect the vast majority of the teams/programs that attend our events. This is why the leaders and coaches participating in the EAB are so crucial, as their votes will help us both now & in the coming years to ensure that HomeSchool Sports' integrity is kept intact.

 The EAB is made up of leaders, coaches, and administrators who represent teams from across the nation that has or will attend NCHC Post Season Events. 

When a family requests a hardship, the ruling they are sent is based on what we consistently enforce for all programs. If the hardship request has a precedent to be denied, they will be informed their hardship has been denied, at which point the family has exhausted their options; however, if the organization leaders choose to request to appeal the ruling to the EAB, this can be sent out for a vote. The voting process can be very lengthy, especially during the offseason or busy periods.

The NCHC strive’s for consistency and an equal playing field. As the landscape of HomeSchool Athletics has shifted over the past 30+ years, thousands of unique situations have required hardship exemption requests.

When a vote is brought to the 500+ Member Basketball or 100+ Member Volleyball Eligibility Advisory Board (EAB), we remove the name of the players, team, talent, race, sex, etc. This eliminates any possibility of false accusations of discrimination and keeps a fair and equal playing field for all teams.
