2024 KRFL Proposed Rule Changes Voting
Voting on ALL proposed rule changes is mandatory.  Failure to vote will result in a $1.0 million penalty applied to your Free Agent Draft Salary Cap.  

Your vote must be cast by Saturday March 30, 10pm EDT.

You can find discussion on these proposals in the "2024 League Business" forum on the KRFL Website.  I've provided a link to the detailed proposal and discussion in the body of each vote. PLEASE read through each prior to voting.

All Members are required to cast either a Yes or No vote on all amendments.  Abstention is not permitted.  Once your vote has been accepted, you cannot change your vote.  A 2/3rds approval of the active membership is required for passage of all amendments.

NBA Style Draft Lottery for Round 1 (only)

Current Rule:
5.2- After following the procedures in section 5.1, the determination of the draft order of the first four picks in each round of the draft will use a lottery system

Proposed Rule
Currently, the draft lottery is for the first four picks in ALL rounds of the draft. In this proposal the lottery is for picks in the first round ONLY....

5.2 After following the procedures in section 5.1, the determination of the draft order of the first FOUR picks IN THE FIRST ROUND ONLY of the draft will use a lottery system and are chosen from the 12 teams that do not make the playoffs. After the top four positions are selected (from the lottery slotting system), the remainder of the draft order is in inverse order of the prior season's win–loss record for the remaining teams, or the teams who originally held the rights if they were traded, as per current rule 5.1. 

The lottery does NOT determine the draft order in the subsequent rounds of the draft. The draft order for all subsequent rounds of the Rookie and Free Agent draft will remain as they currently are as per current rule 5.1. 

The odds for the four teams with the worst prior season win-loss record is 15% each, the odds for the four teams with the 5th through 8th worst prior season records is 7% each, and the odds of the four teams with the 9th through 12th worst records is 3% each.

Justification:
The NBA introduced the draft lottery system in 1984 to counter the accusations that several teams were tanking by deliberately losing their remaining regular season games in order to secure the worst record and consequently the chance to obtain the first pick. I do not believe we have a issue with teams purposely losing games to improve their draft position, however, teams certainly do make trades that result in their teams being significantly less competitive the second half of the season. This rule would provide some disincentive to do so, and give a team close to being a playoff wild card team more incentive to try to make the playoffs. Currently, each of the four teams in the KRFL lottery have an equal chance at the first pick, that would not change in this proposal. Ties would be broken using current rules and would not change.

Currently, the draft lottery is for the first four picks in ALL rounds of the draft. In this proposal the lottery is for picks in the first round ONLY.

Trading ends with the reporting deadline for week eight of the regular season.

Proposed Rule:
Trading ends when the regular season begins.

Justification:
That we would all prepare our teams in the off season .

Specific Salaries in Free Agent Draft

Current Rule
Current 14.1 - A player's initial salary is determined by how the player was acquired. Players acquired through the Free Agent draft are assigned an option year salary as follows:
Round 1: $10 million Rounds 2: $7.5 million Rounds 3-4: $5 million Rounds 5-6: $4 million Rounds 7-8: $3 million Rounds 9-12: $2 million Rounds 13-16: $1 million Rounds 17-20: $500K Rounds 21-24: $300K Rounds 25+: $100K

14.1.1 In Rounds 1-12 (so until the $1.0mil salary rounds begin) Each money level is broken down into money slots using the difference in salary to the next round divided by the number of picks in each round, rounded to the nearest $1,000.  

example: Round 1 to round 2 is 2.5million divided by 23 or 108,650. So each pick in round 1 will be decreased that amount, rounded to the nearest $1,000.  So the first pick in round 1 is $10mil and the last pick is $7,501,00. 
So in round 2 the first pick would be $7.5mil and the last pick $5,001,000. This will continue each round and will expand the division rate based on the picks in that salary level.

14.1.2 Supplement picks in the round would be at the salary of the pick the team would pick at in the round based on rule 5.0.
