Petition: Demand Columbia pay student workers their full stipends on time

======================
July 28, 2021

Dear President Lee Bollinger, Provost Mary C. Boyce, and Vice President of Human Resources Daniel Driscoll,

We, the undersigned faculty and members of the Columbia community, write in regards to Columbia’s recently announced change in pay structure targeting graduate student workers.

Columbia’s sudden change to pay policy means student workers will begin the year with $8,000 less than expected, with only a month’s notice to adjust. This imperils the safety of students who will no longer be able to afford rent, groceries, or healthcare because of Columbia’s policy change. As faculty and community members, we demand Columbia fulfill its obligation to keep their employees safe by returning to the normal pay schedule, which student workers rely on for their survival.

Traditionally, Teaching Fellows, Preceptors, and Research Fellows in GSAS, GSAPP, and SIPA, and Teaching Assistants in SEAS, receive 50% of their academic year stipend, worth over $10,000, at the beginning of the fall and spring semesters. However, on July 26, 2021, Columbia announced, without warning, that for the coming academic year it will disburse only 12.52% of graduate workers’ 9-month stipends, or $2,600, at the start of classes. The remainder will be disbursed on a semi-monthly schedule from October onward. With such little notice, this shortfall of $8,000 is a major safety hazard for student workers.

Student workers whose backgrounds and family responsibilities preclude their building a $10,000 rainy day fund – the vast majority of workers – will not be able to pay their rent, particularly those on nine-month appointments who have earned little or no income over the summer and have relied on the expected $10,000 cash injection to cover bills incurred over the summer.

The new policy is particularly damaging to student workers whose backgrounds make them more vulnerable to pay changes than the most privileged members of our community. Such groups include international student workers, student workers with chronic health conditions or disabilities, student workers from low-income backgrounds, and student workers with dependents or significant family obligations.

Moreover, the timing this year is uniquely dangerous because it coincides with the end of the moratorium on residential evictions. Withholding $8,000 without notice puts graduate students who are already earning below a living wage in physical danger.

Incoming student workers face a special challenge to compensate for the missing pay. With just a few weeks’ notice, they must locate new funding to offset the cost of moving, rent, and a security deposit on their new apartments, as well as guarantors' fees for international students who did not secure housing through Columbia. Many of these students are flying in from other countries and have already depleted their savings or taken out loans to pay for airfare and other associated costs.

Columbia has an obligation to mitigate the impact of Covid-19 on our community; instead, it has chosen to amplify the pandemic’s engineered social inequities. That is why we, the undersigned faculty and concerned members of the Columbia community, demand that the University negotiate changes with their union, Student Workers of Columbia-UAW, and fulfill their obligation to act in the best interest of student workers by returning to the normal schedule for stipend disbursement.

Sincerely,
