A 'heretic' generally refers to a person holding an opinion at odds with what is generally accepted. The Samaritans were indeed considered heretics because they didn't worship at the Temple in Jerusalem. The early Samaritans (who were Jewish) actually married into a culture that worshiped its own gods. For this reason, even these early Jewish-Samaritans were considered heretics. A heretic does not believe in or follow the rules and practices of a religion. So we can say that the early Samaritans and then the later Samaritans did not follow the practices of the Jewish Faith.
