Declaration of Permanent Neutralization of the Korean Peninsula

 

We shall ourselves determine the future of our nation.

We hereby declare the neutralization of the Korean Peninsula.

 

  We, the “People for the Permanent Neutralization of the Korean Peninsula,” on behalf of the eighty million Koreans, solemnly declare to the world the permanent political neutralization of the Korean Peninsula. We affirm that this is the sole way to clear the confrontations and conflicts of the two Koreas that have lasted for more than seventy years and to dissolve the threat and fear of war arising from the interests of the great powers. We also affirm that the neutralization of the Korean Peninsula is a path to lay the corner stone for North East Asia’s common prosperity and furthermore, world peace.

 

  For thousands of years, the Korean people have lived on this land as an independent nation with a distinguished and unique culture. However, in the last century, under extortive colonialism and repressive hegemony, we experienced extreme persecution and hardship. With the end of World War II in 1945, we escaped the oppression of Japanese imperial rule, but soon suffered division and war according to the interests of the victor countries. The devastation and after effects of this still hold the Korean people in a state of division and turmoil.

 

  However, as the world has witnessed, we are no longer the helpless minor nation of the past. In the recent decades we have been forging a path of self-reliance and self-strengthening economically and militarily. Now we are a deeply creative people building upon roots of tradition and extending leading-edge cultural influence in the world. We are an independent people advancing as a vital and proud member of the international community. This is why we today proclaim before the citizens of the world the resolution that “we ourselves determine for the future of our nation”.

 

The Republic of Korea (ROK) and the Democratic People’s Republic of Korea (DPRK) shall together construct a “Confederation of Korean States (CKS)” and advance on the path towards reunification as one nation.

 

  The two Koreas must first form a confederation (CKS) on the premise of full and mutual recognition of the autonomous regimes of both states. Together, we must heal the wounds of division and war, build a path for reconciliation and coexistence, and then move on to the historic task of peaceful reunification so long awaited for. Heretofore, the North and the South have simultaneously shouted the desire for reunification and yet have only repeated the acute confrontation. Only the neutralization of the Korean Peninsula is the unique path to clear the barriers of mutual distrust and military confrontation that hinder reunification, and break the bridle of division caused by the interests of the surrounding powers. The ultimate purpose of reunification is to achieve the coexistence and prosperity of the Korean people. On the path to reunification, neutralization is the realistic way to secure such coexistence and prosperity in advance.

 

  This path of neutralization will not only ensure the survival of our nation, but will also be beneficial to the neighboring countries, including the United States, China, Russia, and Japan. Politically neutralized CKS will seek an alternative way to resolve the extreme confrontation arising from the strategic instability surrounding the Korean Peninsula and dramatically increase the strategic interests of the neighboring countries. In addition, we propose to provide various countries around the world with an opportunity to pursue mutually beneficial national interests by participating in the “Northeast Asia Free Economic Zone” operated by the CKS.

 

  The United States and China, in particular, will be able to find a way to go beyond hegemonic and ideological competition by withdrawing from their current antagonistic paradigm. They must at all cost avoid a head-on collision with their recent disputes and conflicts. In so doing a strategic pivoting must be sought. Above all, the old-fashioned practice of pressuring other countries and trying to achieve strategic objectives through enormous military costs is not humane, peaceful, economical, or increasingly possible.

 

  Thus, to the end of establishing permanent peace on the Korean Peninsula and Northeast Asia through a paradigm shift in thinking, we sincerely ask the following from the countries closely involved in the geo-politics of the Korean Peninsula and from countries around the world.

 

Calling on the leaders of the Republic of Korea and the Democratic People's Republic of Korea

 

  The two states existing on the Korean Peninsula must at once engage candidly in a dialogue for an independent solution to our national problems. Independence is a first priority value for all life forms. For the sake of national self-determination, the leaders of the two states must meet immediately and proclaim the common will of their countries for simultaneous political neutralization and begin to prepare concrete steps towards that neutralization. In addition, the formation of a “low-level federal state” as agreed in the “6.15 Inter-Korean Joint Statement” in 2000, that is, the “Confederation of Korean States,” must be initiated by the leaders of the two Koreas. Subsequently, they should invite the leaders of the United States and China to conclusively end the 70-year state of war and urge the signing of a permanent peace treaty in the Korean Peninsula that ensures lasting peace in Northeast Asia. At the same time, by guaranteeing the permanent neutralization of the Korean Peninsula which can comprehensively secure such a system of peace, they must be urged to participate in this historic task which will be a landmark in world history

 

Calling on the citizens and the government of the United States of America.

 

  The United States has shared a vital relationship with Korea as a military ally and economic partner. However, it should be remembered that the United States, along with other great powers, unilaterally divided the Korean peninsula in 1945, without involvement of the will of the Korean people, so they must remember the terrible damages of war and subjugation suffered by our nation since then. Moreover, we point out that the United States will not be free from historical responsibilities if, in the future, it tries to escalate military tensions on the Korean Peninsula. If it tries to use the existing reciprocal “ROK-US Alliance” as a bridgehead for a new global strategy, it will not be able to escape the criticism of the citizens around the world who are seeking peace, and above all, it will face formidable resistance from the Korean people. If it plans a strategy to disrupt peace in Northeast Asia by utilizing the territory of Korea, or take an offensive posture that could possibly lead to a war, it needs to know that this is a historically anachronistic policy that mirrors the hegemonic practices of an old century. Instead, for the purpose of neutralizing the Korean Peninsula as a way of defusing hostile confrontations in this region, we strongly urge the United States to seek a non-militaristic solution with a neutralized Korea by pivoting toward a new strategy that could maximize its diplomatic, military and economic interests.

 

Calling on the people and government of the People's Republic of China

 

  China and Korea are in a diplomatic relationship that cannot be severed from one another due to their geopolitical position and historical and cultural ties since antiquity. However, China should remember its responsibility in participating in the Korean War and leaving it unresolved to date. In addition, we, the Korean people, face the reality of conflicts due to the unstable strategic interests between continental and maritime powers surrounding the Korean Peninsula, of which China is one of the key players. However, it would be very beneficial for China's security and economic interests in Northeast Asia if the unstable tension of military and economic competition for dominance could be resolved through the neutralization of the Korean Peninsula. Korea and China must become equal and mutually beneficial partners that maintain close cultural interests and economic symbiosis in the new century. Therefore, we emphatically urge China to seek an alternative policy that can balance the diplomatic and military security of China by promoting the neutralization of the Korean Peninsula as a key buffer zone in Northeast Asia.

 

An Appeal to world citizens and leaders who cherish peace

 

  The “Confederation of Korean States,” to be formed simultaneously with neutralization of the Korean Peninsula is, first of all, a way to correct the balance of unstable powers in Northeast Asia and at the same time eliminate the risk of war that disturbs international peace. Especially, post-Corona 21st century is calling for a fundamental change in the way of life of mankind. As the new era emerges, the old world order that has been upheld by military might must give way to the historical demand for a world based on goodwill and peace. Therefore, this model of reconciliation and coexistence pursued by the neutralization of the Korean Peninsula will be remembered as a leading example in the establishment of a peaceful world order. We hope that the leaders of all countries seeking world peace will fully support the collective signing of a comprehensive “Korean Peninsula Peace Treaty,” which will postulate the principle of non-alliance, a ban on the entry of foreign troops and denuclearization of the Korean Peninsula. At the same time, we solemnly request the leaders of the world to actively participate in this monumental historical process of laying the corner stone of Northeast Asian peace and, furthermore, world peace.

 

  Thus, we, the “People for the Permanent Neutralization of the Koran Peninsula,” holding the acute longing of the Korean people for peace, prosperity and reunification, affirm before the citizens of the world the following resolution for the neutralization of the Korean Peninsula.

 

 

We resolve to neutralize the Korean Peninsula.

 

First, as an independent people, we proclaim the permanent neutrality of the Korean Peninsula.

 

Second, to officially end the Korean War and establish permanent peace in Northeast Asia, we urge the collective signing of a “Peace Treaty of the Korean Peninsula” among the main participants in the Korean War (ROK, DPRK, US, and China).

 

Third, with the simultaneous neutralization of the ROK and the DPRK, we shall launch the “Confederation of Korean States” and build a “Northeast Asian Free Economic Zone” to achieve a peaceful world without war.
