When working with marginalized populations, it is important to design digital skills programmes that meet the specific needs of specific groups. Training material must be assessed to ensure that it is culturally appropriate, teaches relevant skills and competencies and addresses barriers faced by the under-represented populations. Curricula on developing and using accessible ICTs required by persons with disabilities often need to be developed.

Adapting and innovating. Innovative approaches must be taken to bridge the skill gap between marginalized groups and the larger population. Especially in countries where women have lower language literacy rates than men, bridging this gap will also include the need for complementary language literacy training to ensure women can use text-based digital content. Consideration can also be given to using video content for people who are not literate, such as YouTube “how to” videos. Accessibility solutions for persons who are blind (such as screen readers) can also greatly benefit users who lack literacy.

In this survey we are asking education providers and other stakeholders to reflect on the development of digital skills across the youth in your country.  


The DICE Consortium Youth Digital Skills team have designed this short survey around the following digital skills framework, we ask that you use this when responding to the questions. All information received will be fully anonymous and it will not be possible for the team or any other stakeholder to identify you (unless you choose to add your email information for further engagement with the team and our projects).

Digital Foundation Skills (DFS) - need to have the following foundation skills which underpin all essential digital skills.
Communicating (COM) - The skills required to communicate, collaborate, and share information.

Handling information and content (HAND) - The skills required to find, manage and store digital information and content securely.

Transacting (TRANS) - The skills required to register and apply for services, buy and sell goods and services, and ad-minister and manage transactions online.

Problem solving (PROB)- The skills required to find solutions to problems using digital tools and online services.

Being safe and legal online (SAFE) - The skills required to stay safe, legal and confident online.
