The Rapid City Public Library's Board of Trustees values citizen comments and input. Speaker request forms must be completed in advance of the meeting and can be submitted no later than the start of the Board meeting.

Please complete the form below to address the Rapid City Public Library Board during the meeting. You  will be called on to speak on the specific agenda item you indicate.

Library Board Rules:
Any individual or group who wishes to address the board shall make a request to be on the agenda. The meetings of the Board of Trustees shall be open to the public except such executive sessions as may be allowed by law, but it shall be unlawful for any person to interfere in any way with the deliberation of the board at such meetings without first asking for and receiving the privilege of so doing.

All regular Rapid City Public Library Board meetings include “Public Comment” on the agenda. Public Comment is a time for members of the public to discuss or express concerns to the Board on any issue not on the agenda. Please note that action will not be taken on any issue not on the agenda, except by placement on the agenda by unanimous vote of the Board members present. The public may only speak to items on the agenda once the Board has proceeded beyond Public Comment.

Each speaker will be limited to three (3) minutes per individual with a maximum of ten (10) minutes per side (pro and con), unless otherwise ordered by the board by a majority vote.
