Cultural Practices and Beliefs Associated with the Wainiha Ahupua`a

AT&T is proposing to build a monopine wireless facility to enhance coverage in an area identified by state and county public safety stakeholders as critical for 9-1-1 reliability and emergency response.  As part of a 25-year contract with the FirstNet Authority, AT&T is building a nationwide public safety broadband network dedicated to First Responders and the extended public safety community.  State and county public safety stakeholders identified critical areas for FirstNet coverage across Hawai‘i.  Hā‘ena and Ke‘e Beach are among the identified areas where AT&T committed to enhancing coverage.  AT&T selected this Hā‘ena location because of its ability to meet the requested coverage objective while minimizing visual and other impacts to the community. 

AT&T is required by the Kauaʻi Planning Department to complete a Ka Pa`akai assessment of cultural resources and potential impacts on those resources associated with the proposed Hā‘ena installation.  This questionnaire is a step in the Ka Pa`akai assessment that is being prepared by Kaimipono Consulting Services, LLC and Pacific Consulting Services, Inc. on behalf of AT&T.  Later, we anticipate conducting in-depth interviews with individuals to further explore the kinds of issues identified here.

The primary intent of this survey is to engage with cultural practitioners who can advance our understanding of the role of the Waihina area in Hawaiian culture and the possible effects of the proposed actions on cultural practices. As part of the assessment, we hope to conduct follow-up  interviews with some individuals. We may not be able to interview everyone who is willing to participate.  The responses we receive to this questionnaire will be used to help us identify individuals to be interviewed.

You do not need to answer all of the questions asked here to participate in the assessment, but we hope that you will share what you are comfortable sharing and will provide us with a way to contact you in the future.


This on-line questionnaire is presented in four sections:

Section 1 is where you can provide your contact information
Section 2 seeks background on you and your relationship to Wainiha
Section 3 explores cultural practices involving Wainiha
Section 4 asks your opinions on impacts to cultural practices.

We hope that you will share your name and contact information with us so that we can follow up with you. If you do not wish to participate on-line, but are willing to talk to us, please tell us how to reach you in the next section.  We will not release your name to anyone else if you wish to remain anonymous.  

This questionnaire will be active through June 30, 2023.
