Ruddington Parish Council Community Centre Consultation Questionnaire
The Ruddington Parish Council have been progressing with the plans for the new Community Centre on the Village Green, ensuring it will become a vibrant hub at the heart of the Village. Our current facilities will soon not be fit for purpose for our growing village. St. Peter's Rooms is rented space that is regularly fully booked. The Village Hall's layout is inflexible for multiple bookings at the same time. With these considerations in mind, the Parish Council purchased the building from Nottingham County Council to use the land for the good of the community.

A working group was set up in 2020 to drive the pace of the project  and research the needs of residents for inclusion into the structure of the building. A public consultation took place with an open survey over November and December 2020 for residents of Ruddington to voice their opinions on core aspects of the new Community Centre. With 475 respondents, several key themes emerged:
·       Requirement for a large, multipurpose building including large hall, meeting spaces and kitchen facilities
·       Building to be available to hire during Weekdays but primarily Weekends and Weekday Evenings
·       Having a flexible space for groups ranging from Children to Senior Citizens, with many highlighting the specific need for accommodating Youth Services or activities for Young People
·       Maximising available car park spaces and bike storage facilities
 
With the need to meet these key themes and considering the current condition of the existing Community & Youth Centre, the decision has been made to demolish the existing building and to  build a new, modern Community Centre that fits the needs of our growing Village.

Based on the results of the consultation plans have been formed for a new building and site layout that provides: both a large and smaller hall, two floors of flexible space for meetings, offices and kitchen/ hygiene facilities and on the outside: car parking, bike storage and garden.

The plans are ambitious but will meet the growing requirements of the Village. We will be forming our business plan and start to apply for funding.

It might be that we need to scale back the plans for the centre or look at a modular approach where we build sections at a time, but to do this we need to hear from the Village which facilities are considered the most important to you!

Funding
Funding will of course be key for the new Community Centre, we will explore any avenues available to us through government/ council funds plus look at funding from National Lottery Funds and other grants. Please help by answering questions on additional funding sources
A 'buy a brick' scheme allows individuals, schools, groups and companies to participate in the generation of funding through purchasing bricks for the Community Centre, and usually include having a mention, engraving on a brick or other token of recognition.

Each year in the Council Tax from Rushcliffe Borough Council there is a %  allocated from the total bill for the Parish Council. This is the amount each Parish Council requires to pay for services in the Parish. The precept for Ruddington is 5.3% of the total tax bill,  this has only risen by 2% over the last 4 years. Would you be willing to have a temporary raise on the Parish Council % for a period of time to support with funding for the Community Centre? The figures below are based on Valuation Band D as the example. Currently on Band D,  Council Tax is  £2172, the contribution to Ruddington PC is £113. Please note this is a question to gauge opinion and should this option be progressed, it would have a formal consultation. We are required to ask this question for Grant Providers.
