Notice of Motion 1: Concerning the way that AGMs are held.  
From our Constitution – Section VIII, Meetings (first paragraph).

Existing wording:     The Annual General Meeting shall be held before the end of June each year at a place to be designated by the previous Annual General Meeting.

Replace with:     The Annual General Meeting shall be held via either an in-person meeting or an online meeting, to be decided by the Executive. The Annual General Meeting shall take place between mid-March and the end of June each year.

Explanation:     The reason for wanting to change this Clause is all about where and how the AGM takes place rather than when. We do not propose that the ‘when’ or timing changes (it currently happens in this window of time anyway). We are wanting you to vote about whether or not the Club can have its AGM online in the future.

Things to consider are: The cost of running a face-to-face AGM is continually increasing, both for the Club as host and for its members for travel and accommodation. These factors limit the number of members who are able to attend. 

An online meeting gives all members a more equal opportunity to participate and is likely to attract a wider geographical attendance. Those who are less sure of operating technology can still attend by getting together with others in their area. Branches could host a get together where multiple people attend at the same time on the same device. An online AGM would potentially allow Club funding to be used elsewhere – for example it could go towards a second Rally each year or a full coloured magazine.

Notice of Motion 2: Concerning the timing of subscriptions.
From our Constitution – Section IV Membership - subscriptions

Existing wording:
Annual subscriptions shall fall due on 1 April and shall be set by the Annual General Meeting after the Treasurer presents a budget for the current year and recommends the subscription amount.

Replace with:

Annual subscriptions fall due on the 1 February, the amount of which shall be recommended. A discounted rate shall apply until 1 March. The full subscription shall then be paid. Subscriptions unpaid after 30 April will result in that membership being cancelled. 

Explanation:

This amendment will bring the subscription payments into line with the end of the financial year which is 31 January. Subscription accounts will go out on the 1st of February. The shortened timeline brings our Club into line with most other small Clubs and is more likely to allow us to know our accurate number of financial members before our AGM. It will make tracking and following up on membership easier for the Treasurer, Secretary and Branch Organisers. 

The setting of the subscription has always been at the recommendation of the Executive following the balancing of the books. Members will still discuss and ratify the amount, at the AGM, but in advance for the next financial year rather than the current one as it is now.

Notice of Motion 3: Concerning the timing of Notices of Motion.  
From our Constitution – Section IX (i)

Existing wording:     Final date of acceptance for proposed amendments to the Constitution Rules shall be 15 September any year.

Replace with:     Final date of acceptance for proposed amendments to the Constitution Rules shall be ninety (90) days prior to the date of the next Annual General Meeting.

Explanation:
The current Constitution provides for the VAR AGM to be held prior to 30 June each year. Thus, should the AGM be held close to that date, it is possible for at least nine months to have elapsed between the cut-off date for acceptance and the AGM. Secondly, should any amendment be requested - or indeed required - soon after the present cut-off date, it is not possible for any Constitutional change to take place for a further 21 months hence. These potential time delays are both excessive and unnecessary.
Because the timing of the AGM in any given year is flexible, our proposal under Motion 1 remedies this problem and allows for a consistent period of time between any change proposal and its consideration by the Members.

Notice of Motion 4: Concerning the years of Club car eligibility. 
From our Constitution – Section III (i) 

Existing wording:     To engage in the preservation and maintenance of Austin motor vehicles private and commercial whose design features pre-date December 31st, 1939, and including the 8HP; 10HP; 12HP; 1939-48; & 16HP 1945-49.

Replace with:     To engage in the preservation and maintenance of all Austin passenger, commercial and sporting motor vehicles manufactured in Longbridge up to and including 1986 and including ‘specials’ comprising mainly Austin componentry.

Explanation:     The present eligibility dates are considered to be outmoded and unnecessarily restrictive for the following reasons:
  Our Incorporated Society is known as the Vintage Austin Register of NZ. The term ‘Vintage’ relates to any motor vehicle manufactured after 1 January 1919 up until 31 December 1931. Already, under our present Constitution, our club fully embraces Austin vehicles manufactured both prior to, and after this date range, and allows their owners full membership rights.
  However, with advancing years, many of our members find that they are no longer able to drive, and therefore derive enjoyment from their earlier cars. Of necessity, they move to Austin vehicles from the 1950’s onward. In so doing, despite years of loyal membership they find they are no longer eligible to fully partake in club events, official photographs etc.
  Experience has shown, also, that younger members and potential members sometimes begin their interest in Austins dating from the 1950’s onward but leave the Register because they feel somewhat excluded when they are unable to fully participate. If allowed to feel fully included, these members may well have gone on to own earlier vehicles as they became available.
  It is significant that Austin-badged vehicles were built at Longbridge until 1986.
