VT Grad students: Are you getting your contracts on time?

I'm a VT PhD student and this fall I got my contract late and had to pay $125 in late fees because my department didn't get my contracts in in time. I talked with people in a few other departments and apparently this is a problem everywhere. WE ARE FED UP WITH THIS!! I am collecting information on this issue to bring to the graduate school. They need to change this policy!!
