On July 1st, CSEA learned that the Administration was unilaterally altering the fully executed temporary agreement between the State of Connecticut and SEBAC as it relates to our member's telework arrangements.

Specifically, the Administration has:

1. Altered the standard for evaluating and granting telework applications - Instead of abiding by the agreement which clearly allows employees to apply for greater than 50% telework consistent with job duties and operational needs, the Administration is saying they will only grant greater than 50% telework if there is a "lack of physical space or with an FMLA/ADA qualifying issue."

2. Violated the agreement by allowing employees to telework "up to 50%" - Whereas the agreement clearly provides a guarantee of a minimum of 50% telework.

3. Ignored the provision that keeps current telework arrangements in place while the request for telework is pending - As stated in the agreement, members were given the right to continue current telework arrangements as requests were pending, but the Administration is now redefining "current telework" to be 50%, effectively forcing hundreds of members back into the office.
